Americans with Disabilities Act (ADA) Wheelchair Access Ramps at Various Locations Project
(FY18).
2. SUMMARY
Bids for CDBG ADA Wheelchair Access Ramps at Various Locations Project, FY18 were
received and opened on March 1, 2018. Six bidders responded to the Notice Inviting Bids. The
lowest bidder was deemed non - responsive. Staff is recommending the award to the second lowest
bidder.
3. RECOMMENDED ACTION
1. Reject the bid received from the apparent low bidder, C.J. Concrete Construction, Inc., a
California Corporation, on the basis that the bid was not responsive.
2. Award the contract to Vido Samarzich, Inc. in an amount not to exceed $204,300 and authorize
the Mayor and City Clerk to execute the necessary documents on behalf of the City.

Budgeted funds are available in the Capital Improvement Program in the following account:

6. GENERAL PLAN IMPLEMENTATION

Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -of-
way.
7. DISCUSSION and BACKGROUND
The City Council previously approved advertisement for bids at the City Council meeting held on
February13, 2018. The bid solicitation was advertised on February 14, 2018 for two weeks, and
bids were opened on March 1, 2018. Six bidders submitted proposals as follows:

Upon review of bids received, staff determined that CJ Concrete Construction, Incorporated was
not responsive to and did not conform in all material respects to the specifications contained in the
City's invitation to bid. CJ Concrete failed to meet the Disadvantaged Business Enterprise (DBE)
goal of 7% or to show Good Faith Efforts, as required by the CDBG funding regulations. The
second lowest bid in the amount of $204,300 was received from Vido Samarzich Incorporated.
City staff is recommending to award the project to Vido Samarzich Incorporated who did meet all
material respects to the specifications contained in the City's invitation to bid. The engineer's
estimate for this project is $211,800.
This project will provide for the construction of approximately 50 ADA wheelchair access ramps
at various locations citywide. As part of this project, detectable warning surfaces (truncated
domes) will be installed per the American with Disabilities Act Accessibility Guidelines
(ADAAG) requirements.
The City receives CDBG funding from the U.S. Department of Housing and Urban Development
for activities that primarily benefit Low and Moderate Income Residents. Construction of ADA
compliant access ramps citywide qualifies for CDBG funding because the ramps benefit disabled
residents that are considered to be low- income.

3.17 Award of Consultant Services Agreement to Kimley -Horn and Associates, Inc. for
preparing plans, specifications, and estimates for Traffic Engineering Services on
Glassell Street at Meats Avenue Left Turn Signal Modifications and Glassell Street
at Collins Avenue Left Turn Signal Modifications. (A2100.0; AGR -6581)
ACTION: Awarded the contract in the amount of $56,567 to Kimley -Horn and Associates,
Inc. and authorized the Mayor and City Clerk to execute on behalf of the City.
3.18 Final Acceptance of Bid No. 178 -06; Katella Avenue Sidewalk Improvements, 450 feet
w/o Struck Avenue to Stadium Promenade; and authorization to file the Notice of
Completion with the County Recorder. (A2100.0; AGR -6528)
ACTION: Accepted the Katella Avenue Sidewalk improvement project as complete, and
authorized the Mayor and City Clerk to execute the Notice of Completion.
3.19 Award of Contract for Community Development Block Grant (CDBG) Americans
with Disabilities Act (ADA) Wheelchair Access Ramps at Various Locations Project
(FY18), Bid No. 178 -20. (A2100.0; AGR -6582)
ACTION: 1) Rejected the bid received from the apparent low bidder, C.J. Concrete
Construction, Inc., a California Corporation, on the basis that the bid was not responsive;
and 2) Awarded the contract to Vido Samarzich, Inc. in an amount not -to- exceed $204,300,
and authorized the Mayor and City Clerk to execute on behalf of the City.
3.20 Approval of "NO FEE" parking permits in Municipal Parking Lot No. 2 on South
Orange Street for the Assistance League of Orange (ten permits) and the First United
Methodist Church (two permits). (S4000.S.3.1.2)
ACTION: Approved the request and issue the parking permits to be valid from July 1,
2018, through December 31, 2018; and also from January 1 2019, through June 30, 2019.

referred to as the "Project "), for the owner, the City of Orange, a municipal corporation (herein referred to as the
"City "), whose address is 300 E. Chapman Avenue, Orange, CA 92866, was completed and accepted by the City
Council of the City of Orange on March 8, 2016 at a regular meeting of its members, at which a quorum was present
and acting throughout. The Project is at Various Locations in the City of Orange, State of California. The contractor
who performed (or caused to be performed) said public work and improvements were Vido Samarzich, Inc., a
California corporation, with its principal office at 4972 Crestview Place Alta Loma, State of California.
The name of the surety on the Labor and Material Bond for the Project is Western Surety Company of California
(Bond No. 08712161) in the amount of $204,300.00.
