2. SUMMARY
Plans and specifications have been completed for the rehabilitation of the Widows Way
Neighborhood and Villa Real Drive Project, FY 2017 -18. The project is ready to be advertised
for bids. The total estimated construction cost including 10% for contingencies and construction
engineering is $793,525.
3. RECOMMENDED ACTION
Approve plans and specifications and authorizing advertisement for bids for the SB -1 Street
Improvements, FY 2017 -18.

Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -
of -way.
7. DISCUSSION and BACKGROUND
On September 12, 2017, the City Council approved the list of 24 city streets to be submitted for
the Road Maintenance and Rehabilitation Account (RMRA) Funding Program. This new
funding program was created on April 28, 2017 when Governor Brown signed SB 1, known as
the Road Repair and Accountability Act of 2017. The program will address basic road
maintenance, rehabilitation, and critical safety needs on both the state highway, and local streets
and road system.
For Fiscal Year 2017 -2018, the City of Orange is recieving the RMRA funding in the amount
$815,000 for the rehabilitation of city streets. Due to the limited funds received, Public Works
staff only selected Villa Real Drive and Widows Way Neighborhood (Briardale Avenue,
Palmdale Avenue, and Widows Way) from the approved list. The remaining streets on the list
will be rehabilitated when the City receives additional RMRA funding.
The Public Works Department has completed the preparation of construction plans and bid
documents for the rehabilitation of SB 1 Street Improvements Project, FY 2017 -18 and is
requesting authorization from the Orange City Council to advertise and receive public bids for
the street rehabilitation work. The scope of rehabilitation in general consists of the removal and
reconstruction of access ramps within the project limits to conform to federal guidelines,
localized removal and replacement of the existing pavement, asphalt concrete overlay, removal
and replacement of failed sections of curb and gutter, driveways, sidewalks, cross gutters,
spandrels, and adjustment of manholes and water valve covers to grade.
The total estimated construction cost including 10% for contingencies and construction
engineering is $793,525. Construction is scheduled to begin in summer 2018 and is expected to
be completed within 90 calendar days.
Since RMRA funding is reported separately under the State's RMRA Program guidelines, this
project is bid separately from the City's Annual Pavement Rehabilitation Project to track project
expenditures for reporting purposes.
The proposed project is categorically exempt from the provisions of the California
Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities"
Class 1 (c). The Notice of Exemption will be filed with the County Recorder's Office upon
Council's approval of the plans and specifications.

3.17 Award of Consultant Services Agreement to Kimley -Horn and Associates, Inc. for
preparing plans, specifications, and estimates for Traffic Engineering Services on
Glassell Street at Meats Avenue Left Turn Signal Modifications and Glassell Street
at Collins Avenue Left Turn Signal Modifications. (A2100.0; AGR -6581)
ACTION: Awarded the contract in the amount of $56,567 to Kimley -Horn and Associates,
Inc. and authorized the Mayor and City Clerk to execute on behalf of the City.
3.18 Final Acceptance of Bid No. 178 -06; Katella Avenue Sidewalk Improvements, 450 feet
w/o Struck Avenue to Stadium Promenade; and authorization to file the Notice of
Completion with the County Recorder. (A2100.0; AGR -6528)
ACTION: Accepted the Katella Avenue Sidewalk improvement project as complete, and
authorized the Mayor and City Clerk to execute the Notice of Completion.
3.19 Award of Contract for Community Development Block Grant (CDBG) Americans
with Disabilities Act (ADA) Wheelchair Access Ramps at Various Locations Project
(FY18), Bid No. 178 -20. (A2100.0; AGR -6582)
ACTION: 1) Rejected the bid received from the apparent low bidder, C.J. Concrete
Construction, Inc., a California Corporation, on the basis that the bid was not responsive;
and 2) Awarded the contract to Vido Samarzich, Inc. in an amount not -to- exceed $204,300,
and authorized the Mayor and City Clerk to execute on behalf of the City.
3.20 Approval of "NO FEE" parking permits in Municipal Parking Lot No. 2 on South
Orange Street for the Assistance League of Orange (ten permits) and the First United
Methodist Church (two permits). (S4000.S.3.1.2)
ACTION: Approved the request and issue the parking permits to be valid from July 1,
2018, through December 31, 2018; and also from January 1 2019, through June 30, 2019.
