03.14 Annual Pavement Maintenance FY 2017-181. SUBJECT Bid No. 178 -29; SP -4045; Annual Pavement Maintenance at Various Locations, Fiscal Year 2017- 2018. 2. SUMMARY Plans and specifications have been completed for the Annual Pavement Maintenance Project at Various Locations, FY 2017 -2018. The project is ready to be advertised for bids. The estimated construction cost is $2,040,000 including 10% construction engineering and contingency. 3. RECOMMENDED ACTION Approve plans and specifications and authorize advertising for bids for the Annual Pavement Maintenance Project at Various Locations, FY 2017 -2018. 4. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -of- way. 7. DISCUSSION and BACKGROUND This project is part of our FY 2017 -2018 Annual Street Maintenance activities and is designed to prolong pavement life of city streets. Rehabilitation methods vary depending on the sustained damage but in general consist of asphalt concrete overlays with localized areas of pavement reconstruction and slurry seal. The rehabilitated pavement will have a longer service life and will provide a safe and smooth ride for the public. This asphalt concrete overlay project will rehabilitate approximately 19 residential streets and four arterial streets throughout the City. The streets selected for maintenance in accordance with our Pavement Management Plan, generally fall into the "poor to fair" category and require work at this time to prevent total pavement failure and higher reconstruction cost in the future. The project will also include the rehabilitation of El Camino Park and Eisenhower Park parking lots. The work includes, but not limited to, asphalt concrete grind and overlay, removal and reconstruction of sidewalk access ramps, signing and striping, and replacement of damaged concrete wheel - stops. The total cost is estimated at $2,040,000 including a 10% construction engineering and contingency. Upon receipt of public bids, staff will return to the City Council and recommend any funding adjustments and award of contracts based on the outcome of the public bid. If the unit price for asphalt come in below the estimate, additional streets may be added for rehabilitation. The proposed four arterial streets are as follow: 1. Esplanade Street from La Veta Avenue to Fairhaven Avenue 2. Glassell Street from Maple Avenue to Walnut Avenue 3. Meats Avenue from 280' west of Feather Hill Drive to 1,065' north of Via Escola 4. Tustin Street from 150' north of Heim Avenue to 400' south of Lincoln Avenue The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities" Class 1 (c). The CEQA Notice of Exemption will be filed with the County Recorder's Office upon Council's approval of the plans and specifications. Construction is estimated to begin in May 2018 and to be completed by October 2018. 8. (S4000.S.7) Councilmember Alvarez requested that the Handy, Fern, and Palm neighborhood be added to the list of streets being slurry sealed and /or paved. City Engineer Frank Sun explained that the current CDBG Fern Neighborhood Street and Sewer Improvements Project includes the intersection of Fern Street, Handy Street, and Palm Avenue. There is a CDBG project planned for next year that will include the improvement of Palm Avenue.
