03.12 Palmyra Ave and Waverly Street Sewer Imp1. SUBJECT Bid No. 178 -31; Street Improvements on Palmyra Avenue and Sewer Improvements on Palmyra Avenue and Waverly Street (SP- 4002), FY 2017 -18. 2. SUMMARY Plans and specifications have been completed for the East Palmyra Avenue Rehabilitation Improvements Project. Also included in this project are sewer improvements on Palmyra Avenue and Waverly Street. The sewer work is funded by sanitation fees as part of CIP Project 15508 for the Sewer Line Replacement /Maintenance. The project is ready to be advertised for bids. The total estimated construction cost including 10% for contingencies and construction engineering is $1,100,000. 3. RECOMMENDED ACTION 1. Appropriate $600,000 from Fund 520 unreserved fund balance to Account 520.5011.56200.15508 (Sewer Line Maintenance Replacement). 2. Approve plans and specifications and authorize advertisement for bids for the Street Improvements on Palmyra Avenue and Sewer Improvements on Palmyra Avenue and Waverly Street. 4. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 1.0: Ensure water, sewer, and storm drain systems that meet the needs of residents and businesses. Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the community. Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights - of -way. 7. DISCUSSION and BACKGROUND The Public Works Department has completed the preparation of plans and specifications for the East Palmyra Avenue Improvements Project and is requesting authorization from the Orange City Council to advertise and receive public bids. This project will rehabilitate Palmyra Avenue from Cambridge Street to Grand Street. Rehabilitation will consist of removing and reconstructing pavement sections in poor condition and grinding and overlaying the rest of the roadway. Other aspects of the project include the replacement of damaged sidewalk, curb and gutter, and the construction of Americans with Disabilities Act (ADA) compliant ramps. In addition to the pavement rehabilitation, this project will also remove and replace the existing 6" sewer line with an 8" line on Palmyra Avenue from Cambridge Street to Shaffer Street and on Waverly Street from Chapman Avenue to Almond Avenue. Based on the Sewer Master Plan, these sewer lines are substandard. The existing sewer line on Waverly Street has multiple locations of cracked and fractured pipe and tree root intrusion. Part of the project will also include the new installation of sewer manholes at various locations per Maintenance Division recommendations. These new manholes are needed to better maintain the existing sewer system due to the long reach between the existing manholes. The total estimated construction cost including 10% for contingencies and construction engineering is $1,100,000. Upon receipt of public bids, staff will return to the City Council and recommend any funding adjustments and award of contracts based on the outcome of the public bid. Construction is scheduled to begin in summer 2018 and is expected to be completed within 90 calendar days. ITEM 2 03/13/18 The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities" Class 1 (c). (S4000.S.7) Councilmember Alvarez requested that the Handy, Fern, and Palm neighborhood be added to the list of streets being slurry sealed and /or paved. City Engineer Frank Sun explained that the current CDBG Fern Neighborhood Street and Sewer Improvements Project includes the intersection of Fern Street, Handy Street, and Palm Avenue. There is a CDBG project planned for next year that will include the improvement of Palm Avenue.
