2. SUMMARY
Plans and specifications have been completed for the construction of the Cambridge Storm Drain
and Street Improvements from Maple Avenue to Palm Avenue Project. This project will alleviate
flooding at the intersection of Palm Avenue and Cambridge Street and will provide the necessary
storm drain facility for ultimately extending the storm drain to Collins Avenue. The project is
ready to be advertised for bids. The total estimated construction cost including 10% for
contingencies and construction engineering is $1,400,000.

7. DISCUSSION and BACKGROUND
In 2011, the City completed a storm drain improvement project on Cambridge Street from
Chapman Avenue to Maple Avenue. The project included the construction of 72" storm drain
line to eliminate flooding that occurs at the intersection of Cambridge Street and Maple Avenue,
replacement of a 6" sewer line with an 8" sewer line, and the reconstruction of roadway
pavement in poor condition.
The Public Works Department has completed the preparation of plans and specifications for the
Cambridge Storm Drain and Street Improvements project and is requesting authorization from
the Orange City Council to advertise and receive public bids. This project will extend the 72"
reinforced concrete pipe on Cambridge Street from Maple Avenue to Palm Avenue to eliminate
flooding that occurs at the intersection of Cambridge Street and Palm Avenue and will provide
the necessary storm drain facility for ultimately extending the storm drain to Collins Avenue.
Also, the extension of a 72" storm drain line will provide needed capacity to cover and
deficiencies in the existing parallel unreinforced concrete Santa Ana Valley Irrigation (SAVI)
line that is partially filled with silt and is located in the residential properties where the City has
no easy access for maintenance. The proposed project will also include the reconstruction of
street pavement, damaged concrete curb and gutter, sidewalk, driveways, and Americans with
Disabilities Act (ADA) compliant ramps. In addition, the work will remove and replace
segments of existing 6" sewer line with 8" sewer line and segments of the existing damaged 8"
sewer line that require a higher than normal level of maintenance on Cambridge Street from
Maple Avenue to Sycamore Avenue.
The total estimated construction cost including 10% for contingencies and construction
engineering is $1,400,000. Upon receipt of public bids, staff will return to the City Council and
recommend any funding adjustments and award of contracts based on the outcome of the public

bid. Construction is scheduled to begin in summer 2018 and is expected to be completed within
90 calendar days.
The proposed project is categorically exempt from the provisions of the California
Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities"
Class 1 (c). The proposed sewer replacement is categorically exempt from the provisions of the
California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing
Facilities" Class 1 (b). The Notice of Exemption will be filed with the County Recorder's Office
upon Council's approval of the plans and specifications.

Councilmember Alvarez requested that the Handy, Fern, and Palm neighborhood be added
to the list of streets being slurry sealed and /or paved. City Engineer Frank Sun explained
that the current CDBG Fern Neighborhood Street and Sewer Improvements Project
includes the intersection of Fern Street, Handy Street, and Palm Avenue. There is a CDBG
project planned for next year that will include the improvement of Palm Avenue.
