Appropriation of funds to the existing CIP project to perform restoration and surface coating of
the historic cast iron fountain located at the Orange Public Library & History Center.
2. SUMMARY
This agenda item provides for an appropriation from the Library Facilities Fees unreserved fund
balance to supplement the existing CIP budget for careful restoration, surface coating and
maintenance of the historic cast iron fountain.
3. RECOMMENDED ACTION
Appropriate $5,621 from the Library Facilities Fees (Fund 573) unreserved fund balance to
573.2001.56020.20295, Library Fountain Library Facilities Fees.

17. DISCUSSION and BACKGROUND
Background
In 2007, as part of the Orange Main Library expansion project, the existing historic cast iron
fountain underwent an extensive restoration process and was installed in its current location at the
Orange Public Library & History Center. The City's Community Services Department is
responsible for all maintenance and upkeep of the fountain, and manages the water quality of the
fountain through an agreement with Advanced Aquatic Technology Inc. Over the past few years
the surface coating on the fountain has begun to weather and flake -off, leaving areas of the iron
exposed and vulnerable to corrosion. The historic center art piece of the fountain is in need of a
complete cleaning, preparation and surface recoating.
Library Services has an existing CIP project for this work which requires additional funding to
complete.
Discussion
Staff consulted with the City's Historic Planner in preparation of a Request for Bids. A formal
Request for Bids was released in December 2017, and four bids were received. The Request for
Bids required all bidders to demonstrate requisite experience in historic restoration, citing specific
and verifiable examples and references. The lowest qualified bid was received from Spectra
Company in the amount of $18,821. Spectra Company was founded in 1985 and its main focus is
historic restoration, preservation and conservation. The work includes removal of all existing loose
and flaking coating, patching and filling of any damaged and/or deteriorated metal losses, cleaning,
and application of corrosion inhibitive primer and final color coating.
This fountain restoration work is a current CEP project for Library Services; however the available
project budget is $15,000. Council is asked to appropriate $5,621 from the Library Facilities Fees
unreserved fund balance to 573.2001.56020.20295 (Library Fountain - Library Facilities Fees) to
increase the CIP budget for this restorative work of the historic fountain.
Upon the appropriation of additional funds to the existing CEP project the City Manager will use
his authority to execute an agreement with Spectra Company in the amount of $18,821, plus a 10%
contingency of $1,800 for unforeseen circumstances, for a total not to exceed amount of $20,621.

Upon the appropriation and the City Manager's execution of the agreement, the contractor will
begin work immediately. The projected timeline for completion is 35 working days. As is standard
with all vendors who work in or around historic structures, as part of the special instructions in the
bid documents, the vendor has been made aware of and given specific instructions related to the
fountain's historic significance. Upon execution of the agreement the vendor will be required to
sign a letter acknowledging the historic significance of the fountain. The acknowledgment
reiterates that the vendor is responsible for preventing damage to all historic structures.

Councilmember Alvarez requested that the Handy, Fern, and Palm neighborhood be added
to the list of streets being slurry sealed and /or paved. City Engineer Frank Sun explained
that the current CDBG Fern Neighborhood Street and Sewer Improvements Project
includes the intersection of Fern Street, Handy Street, and Palm Avenue. There is a CDBG
project planned for next year that will include the improvement of Palm Avenue.
