03.13 Police Training Leadership Programs1. SUBJECT Appropriation of funds from the Federal Asset Forfeiture unreserved fund balance for two police training leadership programs, in the amount of $29,600. 2. SUMMARY The Police Department is requesting an appropriation of Federal Asset Forfeiture funds to send one participant to the 21S Century Leadership program and one participant to the Senior Executives in State and Local Government program. The programs are interactive courses designed to provide insight into a wide array of strategic management and leadership issues. 3. RECOMMENDATION Authorize the appropriation of $29,600 from (355) Federal Asset Forfeiture unreserved fund balance to expenditure account number 355.4011.51830.00000 Federal Asset Forfeiture, Overnight Training. 4. FISCAL IMPACT Upon appropriation, funds will be available to cover the cost of the programs as follows: 355.4011.51830.00000 Federal Asset Forfeiture, Overnight Training $29,600 5. GENERAL PLAN IMPLEMENTATION Public Safety Goal 6.0 Provide public safety services of the highest quality. Policy 6.1: Provide the Police Department with adequate personnel, equipment, and state- of -the- art technology to effectively combat crime, meet existing and projected service demands, and provide crime prevention programs. These resources should be provided prior to anticipated needs. 7. DISCUSSION and BACKGROUND The curriculum for the Senior Executives in State and Local Government provides experiences for participants both inside and outside the classroom to ensure that public officials are equipped on a daily basis to manage and lead results - driven government agencies and non - profit organizations. The program cost for the Senior Executive program is $16,100 and includes tuition, housing, most meals, and curricular materials. The curriculum for the 21S Century Leadership program introduces tested leadership strategies that public executives have employed effectively to increase performance in a variety of complex circumstances. The program cost for the 21S Century Leadership program is $8,500 and includes tuition, housing, most meals, and curricular materials. The combined program cost, including tuition, housing, most meals, and curricular materials is $24,600. This request requires additional funds for airfare, car - rental, and non - covered meals. The projected cost, including additional airfare and car - rental expenses, is $29,600. The entire cost of the classes will be funded with Federal Asset Forfeiture funds. 8.
