Amendment No. 1 to Consultant Services Agreement No. 6370 with Secoy Architect, Inc., for
additional Professional Services for Council Chambers Remodel Project (SP- 4029).
2. SUMMARY
Amendment No. 1 will increase the scope of work to be completed by Secoy Architect, Inc., to
include additional professional services which are required for bidding and construction support
for the Council Chambers Remodel Project.
3. RECOMMENDED ACTION
Approve Amendment No. 1 to the existing Secoy Architect, Inc., Consultant Services Agreement
and increase the contract amount by $25,500 and authorize the Mayor and City Clerk to execute
the Amendment on behalf of the City.

7. DISCUSSION and BACKGROUND
The Council Chambers was built in 1962 along with the three City Hall buildings at the Orange
Civic Center. Minimal improvements have been done since its construction. As a result, the room
is showing its age with peeling Formica veneers, worn out carpeting, and frayed wall panel fabric
covers.
On July 12, 2016 the City of Orange entered into a consultant services contract with Secoy
Architect, Inc., in the amount of $29,995 for the preparation of plans and construction documents
for Council Chambers Remodel Project. Due to the additional needs of professional services for
bidding and construction support, staff is recommending that the City Council approve
Amendment No. 1 to Secoy Architect, Inc. in the amount of $25,500. The additional professional
services will include:
1. Assist bidding contractors or subcontractors in interpretation of drawings and specifications
during the bid process.
2. Issue addenda as required.
3. Assist in scoping bids and contractor selection.
4. Respond to reasonable questions and problems concerning construction documents during the
project's construction. Respond to requests for information.
5. Make site observations for the purpose of becoming generally familiar with the progress of the
contractor's performance and of assisting in the resolution of particular problems.
6. Review Contractor's submittals such as shop drawings, product data, and samples.
7. Prepare and assist client in evaluating the punch list of the project general contractor's work.
The Council Chambers Remodel Project consists of re- upholstering the chambers public chairs,
ADA access improvements, providing updated electrical service, painting, new energy efficient
LED lighting, new staff tables and podium, and new acoustic fiberglass wall panels with new
fabric.

ACTION: Approved a revised five -year agreement with Pyro Spectacular, Inc. in an
amount not -to- exceed $87,500, and authorized the Mayor and the City Clerk to execute on
behalf of the City.
3.8 First Amendment to Agreement No. 6400.A with Cornerstone Communications for
membership to Behind the Badge OC, in the amount of $48,000. (A2100.0; AGR -

ACTION: Approved Amendment with Cornerstone Communications in an amount not-
to- exceed $48,000 and authorized the Mayor and City Clerk to execute the agreement on
behalf of the City.

3.10 Contract with Advanced Aquatic Technology, Inc. for regular maintenance and
repair of City fountains. (A2100.0; AGR -6573)
ACTION: Approved a four -year contract with Advanced Aquatic Technology, Inc. for an
amount not -to- exceed $78,232.20; and authorized the Mayor and the City Clerk to execute
on behalf of the City.
3.11 Purchase of Four Storage Area Network (SAN) Fabric Switches from Sidepath, Inc.

NOTE: Mayor pro tem Murphy recorded an abstention due to a potential conflict with
employment.
ACTION: Approved the purchase of four SAN Fabric Switches from Sidepath, Inc. in the
amount of $92,742.14; and authorized the appropriation of $12,750 from Information
Technology (790) unreserved fund balance to account number 790.1601.56033.20293.
3.12 Cooperative agreement with the City of Anaheim for the design and construction of
the 16" water main on Orangewood Avenue. (A2100.0; AGR -6575)
ACTION: Approved the Cooperative Agreement for the design and construction of the 16"
water main on Orangewood Avenue from State College Boulevard to Eckhoff Street.
