03.08 Behind the Badge OC Amendment1. SUBJECT First Amendment to Agreement No. 6400.A with Cornerstone Communications for membership to Behind the Badge OC, in the amount of $48,000. 2. SUMMARY This amendment authorizes payment for continuation of services in the amount of $48,000 through June 30, 2019. 3. RECOMMENDATION Approve Amendment with Cornerstone Communications in an amount not to exceed $48,000 and authorize the Mayor and City Clerk to execute the agreement on behalf of the City. 4. FISCAL IMPACT Funds are budgeted and available to cover the cost of services as follows: 100.4011.51670.00000 General Fund, Professional & Consulting Services $48,000 1 5. STRATEGIC PLAN GOAL(S) la. GENERAL PLAN IMPLEMENTATION Public Safety Goal 6.0 Provide public safety services of the highest quality. Policy 6.1: Provide the Police Department with adequate personnel, equipment and state- of -the- art technology to effectively combat crime, meet existing and projected service demands, and provide crime prevention programs. These resources should be provided prior to anticipated needs. 7. DISCUSSION and BACKGROUND The Department contracted with Cornerstone Communications in March of 2017 to add the Orange Police Department as a new member to the award- winning news and features website, Behind the Badge OC. Behind the Badge OC promotes the positive elements of law enforcement services and has featured stories that educate the community about the Police Department. Behind the Badge OC currently advises the Department on social media outreach and has featured a sampling of the following articles: • Orange PD honor guard pays tribute to veterans • OPD shop with a Cop event has largest turnout ever • Orange PD officers focus on DUIs appear to be working, with number of arrests down • Orange PD hosts first community Open House in more than 10 years • Community members, officers connect at Orange PD's National Night Out • Orange PD and city celebrate two years of Community Emergency Response Team • MADD honors top DUI arresting officers and `community hero' from Orange PD The Police Department recognizes the need to keep the public informed of the men and women who keep Orange safe, changing events, and safety issues in the community. Due to significant cost increases expected in FY 18 -19, the Department would like to ensure continued services through June 30, 2019 with 2018 prices. The original amount of the contract with Cornerstone Communications was $53,000. With the approval of the First Amendment of $48,000, the total not to exceed amount will be $101,000. Funding for extended services are budgeted and available through the operating budget. 8. (A2100.0; AGR- 6370.1) ACTION: Approved Amendment No. 1 to the existing Secoy Architect, Inc., Consultant Services Agreement and increase the contract amount by $25,500; and authorized the Mayor and City Clerk to execute the Amendment on behalf of the City. 3.10 Contract with Advanced Aquatic Technology, Inc. for regular maintenance and repair of City fountains. (A2100.0; AGR -6573) ACTION: Approved a four -year contract with Advanced Aquatic Technology, Inc. for an amount not -to- exceed $78,232.20; and authorized the Mayor and the City Clerk to execute on behalf of the City. 3.11 Purchase of Four Storage Area Network (SAN) Fabric Switches from Sidepath, Inc. (C2500.J) NOTE: Mayor pro tem Murphy recorded an abstention due to a potential conflict with employment. ACTION: Approved the purchase of four SAN Fabric Switches from Sidepath, Inc. in the amount of $92,742.14; and authorized the appropriation of $12,750 from Information Technology (790) unreserved fund balance to account number 790.1601.56033.20293. 3.12 Cooperative agreement with the City of Anaheim for the design and construction of the 16" water main on Orangewood Avenue. (A2100.0; AGR -6575) ACTION: Approved the Cooperative Agreement for the design and construction of the 16" water main on Orangewood Avenue from State College Boulevard to Eckhoff Street. PAGE 4
