Resolution No. 11048 — A Resolution of the City Council of the City of Orange which certifies
that the City of Orange has the resources to fund its projects in the Federal Fiscal Years (FFY)
2018/19 — 2023/24 Federal Transportation Improvement Program (FTIP) and affirms its
commitment to implement all projects in the program.
2. SUMMARY
Resolution No. 11048 is required by the Southern California Association of Governments
(SLAG) to be adopted by the City of Orange to certify that funding for its future projects in the
Transportation Improvement Program is available and committed.
3. RECOMMENDED ACTION
Adopt Resolution No. 11048 and authorize the Mayor to execute on behalf of the City.

7. DISCUSSION and BACKGROUND
The FTIP is responsible and developed by the SCAG for submittal to the California Department
of Transportation (Caltrans) and the federal funding agencies. FTIP is the primary means of
implementing the Regional Transportation Plan (RTP) and includes regionally significant
projects funded with state and federal funds. The base FTIP is updated every two years and the
2019 FTIP covering Fiscal Years 2018 -19 through 2023 -24 is coming up. SCAG requires the
local agencies to adopt a resolution certifying that funding for future FTIP projects is available
and committed.
Resolution No. 11048 will satisfy the requirement and keep the City's eligibility for state and
federal grant funds.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ORANGE WHICH CERTIFIES
THAT THE CITY OF ORANGE HAS THE
RESOURCES TO FUND THE PROJECTS IN
THE FFY 2018/19 — 2023/24 TRANSPORTATION
IMPROVEMENT PROGRAM AND AFFIRMS
ITS COMMITMENT TO IMPLEMENT ALL
PROJECTS IN THE PROGRAM.
WHEREAS, the City of Orange (City) is located within the metropolitan planning
boundaries of the Southern California Association of Governments; and
WHEREAS, City of Orange City Council has authorized projects submittals to Orange
County Transportation Authority's (OCTA) Federal Transportation Improvement Program
(FTIP); and
WHEREAS, the City is the lead agency for projects and will comply with applicable
local, state, and federal provisions including but not limited to the Federal Transportation
Improvement Program, California Environmental Quality Act, National Environmental Policy
Act, Americans with Disabilities Act, and Buy America; and
WHEREAS, the City agrees to construct Transportation Control Measures projects as
noted in the amendments in a timely manner.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Orange, does hereby affirm the City's commitment to the projects submitted in the 2019
Federal Transportation Improvement Program.
