03.10 OFD Public Safety Vehicle Purchase1. SUBJECT Purchase of one Public Safety Vehicle for Orange City Fire Department. 2. SUMMARY Purchase of a Fire Apparatus (Pumper) for the Orange City Fire Department from Pierce Manufacturing, located in Appleton, Wisconsin in the amount of $835,376 through a cooperative purchasing agreement (CPA). 3. RECOMMENDED ACTION 1. Authorize the purchase of one piece of Fire Apparatus (Pumper) for the Orange City Fire Department from Pierce Manufacturing, located in Appleton, Wisconsin in the amount of $835,376. 2. Authorize the purchase of Equipment and Supplies needed to outfit Fire Apparatus (Pumper) from various venders (lowest qualified bidder) in the amount of $35,338. 3. Authorize the purchase of Communication Equipment, including radio(s), Mobile Data Computer and GPS Unit to outfit new Fire Apparatus to current OFD standards in the amount of $ 45,582. 4. Authorize the donation of one surplus fire engine to Santa Ana College. Unit 30 -1134, a 1997 Seagrave, is being removed from the fleet and is recommended for the donation. 4. DISCUSSION and BACKGROUND After review of the current vehicle replacement list, it was determined that the purchase of one replacement fire engine (pumper) was needed. The above vehicle was placed on the approved vehicle replacement list in fiscal year 2017 -18. As noted below, in addition to the purchase of the pumper, ancillary equipment and communications outfitting is needed; some of which will be removed from the existing vehicle. Additional Funds have been set aside within the budget for this equipment and installation by Public Works, Fleet Services Division and the Orange City Fire Department. The purchase of one Fire Engine for the Orange City Fire Department will be completed using a cooperative purchasing agreement (CPA) with HGACBuy, Contract No. FS 12 -15 through Pierce Manufacturing in Appleton, Wisconsin. Pierce Manufacturing: Purchase of one Fire Engine (pumper) includes Tax and delivery $ 830,899 Purchase of Option #2 Cummings Engine 10 year extended warranty $ 2,861 Purchase of Option #6 Pre -wire inputs to front & side scene lights $ 1,500 Tax on Opt 6 $ 116 Other Venders /Suppliers used for outfitting of Apparatus: Purchase of equipment and supplies from various venders $ 35,338 Purchase of Communications Equipment $ 45,582 Section 3.08.290 of the Orange Municipal Code states any agreement involving the acquisition of materials, supplies, or equipment may be entered into with another government entity through cooperative purchasing provisions. ITEM 1/9/2018 2 Pierce Manufacturing will deliver one Fire Engine (pumper) through HGAC -Buy cooperative agreement in 330 days from receipt of City of Orange Purchase Order. An additional one to two months will be required to outfit, setup, and mount the equipment before the unit is placed in service. The total Expenditure is $ 916,296. The Fire Engine (pumper) to be replaced is unit number 1228, which will be rotated to a Best of Used reserve unit replacing Unit #1134. The Orange City Fire Department recommends the City of Orange donate Unit 1134, a 1997 Seagrave Fire Engine (Best of Used - pumper) with 142,660 miles to Santa Ana College for their Fire Academy /Technology Program. The Orange City Fire Department has donated several units in the past to this program where retired vehicles provided many years of valuable training to Firefighters trainees, some of which will undoubtedly be hired by the Orange City Fire Department. The salvage value of Unit #1134 is $6,500 to $8,500 per Ken Porter Auctions. 8. (A2100.0; AGR -6564) ACTION: 1) Awarded the contract in the amount of $450,708 to The R.J.
