03.09 Fern Neighborhood Improvements1. SUBJECT Award of Bid No. 178 -16; Fiscal Year 2016 -17 (FY17) Community Development Block Grant (CDBG) Fern Neighborhood Street and Sewer Improvements Project (SP- 3994). 2. SUMMARY The bids for the FYI CDBG Fern Neighborhood Street and Sewer Improvements Project were received and opened on December 21, 2017. Four bidders responded to the Notice Inviting Bids. The apparent low bidder is The R.J. Noble Company, Orange CA for $450,708. The Engineer's construction estimate is $450,000 including contingencies and staff cost. 3. RECOMMENDED ACTION 1. Award the contract in the amount of $450,708 to The R.J. Noble Company and authorize the Mayor and City Clerk to execute the necessary documents on behalf of the City. 2. Transfer $80,000 from 310.9645.57130.11070 CDBG Contingency to 310.9645.56330.30079 Fern Neighborhood Street and Sewer Improvements. 4. FISCAL IMPACT After the transfer, funds are budgeted in the Capital Improvement Program and are available in the following account: 310.9645.56330.30079 Fern Neighborhood Street and Sewer Improvements $514,453 5. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 1.0: Ensure water, sewer, and storm drain systems that meet the needs of residents and businesses. Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the community. Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights - of -way. 17. DISCUSSION and BACKGROUND I The Federal CDBG Program provides grant funds to enable eligible localities to upgrade Low and Moderate Income Areas within their jurisdictions. Based on 2010 Census data, designated areas within the City of Orange qualify for CDBG funds. Eligible activities include infrastructure upgrades such as street improvements. The following sewer lines and streets in the Fern Neighborhood qualify for CDBG funds and have been selected for rehabilitation and reconstruction: 1) Handy Street Sewer Replacement: Walnut Avenue to 275 feet south of Walnut Avenue 2) Handy Street Rehabilitation: Walnut Avenue to Palm Avenue 3) Fern Street Rehabilitation: Walnut Avenue to Handy Street 4) Sycamore Avenue Rehabilitation: Milford Road to Clinton Street These streets were rated in the Citywide Pavement Management Program with a Pavement Condition Index (PCI) ranging from 6 -13 (out of a maximum score of 100) indicating the need for street rehabilitation. The scope of street rehabilitation, in general consists of, but is not limited to ADA compliant access ramps, localized removal and replacement of the existing pavement, asphalt concrete overlay, removal and replacement of failed sections of curb and gutter, driveways, sidewalks, cross gutters, spandrels, and adjustment of manholes and water valve covers to grade. The work also includes the sewer improvement on Handy Street. The Sewer Maintenance crew provides information from their field observations of the sewer hotspots as listed in the Sewer Master Plan to Engineering Design on a continuous basis. This location has been requiring a higher than normal level of maintenance for several reasons but generally due to offset joints, tree roots, and broken sections. ITEM 2 01/09/18 The City Council previously approved advertisement for bids on November 14, 2017. The bid solicitation was advertised on November 29, 2017 for a period of three weeks and bids were opened on December 21, 2017. The bids received are as follows: 1) The R.J. Noble Company, Orange, Ca. $ 450,708 2) Excel Paving Company, Long Beach, Ca. $ 486,820 3) All American Asphalt, Corona, Ca. $ 504,900 4) Hardy and Harper, Santa Ana, Ca. $515,000 The total project cost estimate is $514,450 including 10% contingencies and staff cost. The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities" Class 1 (c). The CEQA Notice of Exemption has been filed with the County Recorder's Office. The proposed project is also categorically excluded from the provisions of the National Environmental Policy Act (NEPA) under 24 CFR Section 58.35. Documentation of this determination is on file. Construction is scheduled to begin in February 2018 and is expected to be completed within 60 calendar days. 8. Noble Company and authorized the Mayor and City Clerk to execute on behalf of the City; and 2) Transferred $80,000 from 310.9645.57130.11070 CDBG Contingency to 310.9645.56330.30079 Fern Neighborhood Street and Sewer Improvements. 3.10 Purchase of one Public Safety Vehicle for Orange City Fire Department. (C2500.H) ACTION: 1) Authorized the purchase of one piece of Fire Apparatus (Pumper) for the Orange City Fire Department from Pierce Manufacturing, located in Appleton, Wisconsin in the amount of $835,376; 2) Authorized the purchase of Equipment and Supplies needed to outfit Fire Apparatus (Pumper) from various venders (lowest qualified bidder) in the amount of $35,338; 3) Authorized the purchase of Communication Equipment, including radio(s), Mobile Data Computer and GPS Unit to outfit new Fire Apparatus to current OFD standards in the amount of $ 45,582; and 4) Authorized donation of one surplus fire engine to Santa Ana College; Unit 30 -1134, a 1997 Seagrave, is being removed from the fleet and is recommended for the donation. 3.11 Final Tract Map No. 18081— Glassell Townhomes.
