2. SUMMARY 7
Bids for the FYI Orangewood Ave. and Katella Ave. Water Quality Storm Drain Improvements
were received and opened on December 14, 2017. Eleven bidders responded to the Notice
Inviting Bids. The apparent low bidder is GCI Construction, Inc. of San Clemente, California in
the amount of $354,001.
3. RECOMMENDED ACTION
Accept the lowest bid and award the contract to GCI Construction, Inc. of San Clemente,
California in the amount of $354,001 and authorize the Mayor to execute and the City Clerk to
attest the contract on behalf of the City.

Funds are budgeted in the Capital Improvement Program and are available in the following

7. DISCUSSION and BACKGROUND
The bid solicitation was advertised on November 15, 2017 for a period of four weeks and bids
were opened on December 14, 2017. Eleven bidders submitted proposals as follows:

A hydrodynamic separator will be installed at the downstream end of an existing 78" reinforced
concrete pipe (RCP) storm drain line on Orangewood Ave., west of Alpine St. that currently
discharges into Bitterbush Channel, a tributary to the Santa Ana River. The storm drain line
collects runoff from a 311 acre drainage area. Twelve connector pipe screens will also be
installed on Katella Ave. to capture litter from industrial and commercial sites along its corridor.
The hydrodynamic separator and pipe screens will capture trash, sediment, organic matter,
nutrients, and other debris to minimize pollutants that enter the Santa Ana River. Public Works
applied for and was awarded $300,000 in funding from the OCTA M2 (Tier 1) call for projects to
complete this work.
The proposed improvement is categorically exempt from the provisions of the California
Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities"
Class 1 (b). The Notice of Exemption has been filed with the County Recorder's Office.

Development Block Grant (CDBG) Fern Neighborhood Street and Sewer
Improvements Project. (A2100.0; AGR -6564)
ACTION: 1) Awarded the contract in the amount of $450,708 to The R.J. Noble Company
and authorized the Mayor and City Clerk to execute on behalf of the City; and 2)
Transferred $80,000 from 310.9645.57130.11070 CDBG Contingency to
310.9645.56330.30079 Fern Neighborhood Street and Sewer Improvements.
3.10 Purchase of one Public Safety Vehicle for Orange City Fire Department. (C2500.H)
ACTION: 1) Authorized the purchase of one piece of Fire Apparatus (Pumper) for the
Orange City Fire Department from Pierce Manufacturing, located in Appleton, Wisconsin
in the amount of $835,376; 2) Authorized the purchase of Equipment and Supplies needed
to outfit Fire Apparatus (Pumper) from various venders (lowest qualified bidder) in the
amount of $35,338; 3) Authorized the purchase of Communication Equipment, including
radio(s), Mobile Data Computer and GPS Unit to outfit new Fire Apparatus to current OFD
standards in the amount of $ 45,582; and 4) Authorized donation of one surplus fire engine
to Santa Ana College; Unit 30 -1134, a 1997 Seagrave, is being removed from the fleet and
is recommended for the donation.
