Second Amendment to Professional Services Agreement with Lyons Security Service Inc., for
additional park security services.
2. SUMMARY
In September, City Council authorized an increase in park security patrols to ensure enforcement
of park ordinances and reduce negative activity at various parks overnight. This second
amendment increases the amount available for FY 18 by $30,000 for a total not to exceed amount
of $100,000, to allow for expanded park security services. An appropriation of unreserved
general funds is needed to support the amendment.
3. RECOMMENDED ACTION
1. Appropriate $30,000 from unreserved General Fund balance to account
100.7022.51700.00000, and
2. Approve Second Amendment to Professional Services Agreement with Lyons Security
Service Inc., and authorize the Mayor and the City Clerk to execute on behalf of the City.

7. DISCUSSION and BACKGROUND
Background
Over the past few years, the City has experienced an increase in vandalism and illegal activity in
some of the City's parks during non - operating hours. Vandalism such as graffiti, electrical wire
theft, damaged doors, windows, bonfires, and even trees which have been cut down overnight, is
costly and has a negative impact on the City's image and public enjoyment of the parks.
Complaints have also been received from residents near some of the parks regarding illegal
activity that occurs overnight when the parks are closed. A security presence in the parks acts as
a deterrent to these behaviors and provides the City with an alternative to utilizing limited
Orange Police Department resources as a deterrent for these issues.
On June 22, 2016, the City entered into a contract with Lyons Security Inc. to provide security
patrols in selected City parks overnight while the parks are closed. The term was for one year,
with three options for one year renewals, and the amount of the original contract was $70,000 per
year. This amount allowed for seven hour shifts, seven nights a week, and provided up to
$10,000 per year for additional services, should additional guards or an increase in hours or
locations be needed. The scope of services for this contract also included occasional guard
services for facility rentals as needed. A First Amendment renewed the contract on June 21,
2017 for FY 18 in the same amount of $70,000.
Discussion
On September 26, 2017, the City Council received a report describing the City's response to the
homeless crisis in Orange. The park security program was highlighted by staff as a successful
effort to prevent vandalism, trespassing and illegal activity that may occur during closed hours in
City parks. Reports from the security guards indicate the guards achieve approximately 90%
compliance from patrons they encounter in the parks during non - operating hours. The security
company works closes with the Orange Police Department on non - compliant issues. Staff
continues to receive feedback from residents near affected parks and at the Depot Train station
that they appreciate the guard presence and feel safer due to the patrols. As a result of the
success of the park security program and the potential need for increased patrols as new areas of
concern surface, the City Council authorized an additional $30,000 for park security patrols for
the current fiscal year.
This Second Amendment adds $30,000 to the FY 18 amount, and will provide for additional
patrols on an as needed basis. Since September, staff has directed Lyons to increase patrols at
Grijalva, Eisenhower and El Camino Parks. Lyons has also added patrols at Pitcher Park and the
Metrolink parking lot at 505 West Chapman, in response to recent concerns about overnight
activity at these locations. These patrols are in addition to the continued presence at Hart Park
seven nights a week. As Yorba Park and Shaffer Park renovation projects are completed, staff
will also consider adding patrols as a deterrent to vandalism and other potential illegal activity at
these newly improved facilities.
Upon approval of this amendment, staff will continue to work closely with Lyons Security to
address the need for park security presence at any of the City parks for the duration of the fiscal
year and will report to the City Manager the impacts and on -going issues in the coming months.
An appropriation of unreserved general funds is needed to support the amendment.
