MINUTES
Monday, January 25, 2016; 3:15 p.m.
1. Call to Order / Pledge of Allegiance (3:18pm)
1.1. Roll Call – Welcome new Trustee Rebecca Martinez
Present: Nancy Collins, Steve Freeman, Patti vanVoorst, Marva Hitchcock, Rebecca
Martinez; Library staff: Amy Harpster, Julie Eriksen
1.2. Approval of Meeting Minutes dated November 16, 2015

2. Library Director’s Report
2.1. Monthly Report
2.1.1 Open Library positions: The Library Director position is moving on to the second
round of interviews, they have three candidates. A new part-time Library
Assistant is starting today. There is a person in background check for the Library
Page position. There is also an open recruitment for a PT Library Clerk position
that just closed and staff is reviewing applications.
2.1.2 The Latino American’s grant programs have been a huge success. The most
recent program brought in 160 people.
2.1.3 The Library Foundation is hosting a “Seed Library” at OPL&HC, this program
will allow patrons to take & leave seeds on an honor system and does not require
any staff time. The Foundation will maintain the program and plans to hold at
least 3 events that are gardening-related. They are working in conjunction with
Orange Home Grown. This program will be available beginning 3/19/16.
2.1.4 The library will once again be partnering with Book Carnival to host Author
Visits at the library. Nothing has been set at this time, but they hope to have a date
in the near future.
2.1.5 The City is working towards setting up a city-wide camera system with everyone
using the same equipment in which PD can access. This will be part of a CIP
project.
2.1.6 Staff is working on the budget for FY 16/17, everything is going well. They are
also preparing to submit a CIP for a few items: 1) a new conveyor belt for the
sorter (this will not take place for at least a few years), and 2) APMs (Automatic
Payment Machines) they want to purchase next fiscal year. They are working on
decision packages to update maintenance and contract agreements.
2.2. Financial Report – library is at 50% which is where they should be.
3. Board Reports
3.1. Report from Chair Collins – spoke with Jeanne at the toy store who said she is getting
the Fancy Nancy author to do an event at the toy store and wants to involve the library.
3.2. Report from Orange Public Library Foundation Liaison
3.2.1 The Foundation is working on building their database and asked if the Trustees
could help by providing names of family, friends and acquaintances who might be
interested.
3.2.2 STEAM for Teens is ending in March, this program is sponsored by Edison.
3.2.3 The Foundation is updating their Facebook page and website. They are looking
into getting an intern from Chapman U to help.

3.2.4 The documentary series is set: 2/20 Being Mortal; 3/19 Plant This Movie, and
4/16 Most Likely to Succeed. These are paid for by the McPherson Foundation.
3.2.5 The Gala is scheduled for June 5, 2016 at the Jones Victoria Estate, honoring Old
Towne Preservation Association and Orange Home Grown.
3.3. Report from Friends of the Library Liaison (Marva Hitchcock)
3.3.1 The Friends did not meet in January, these comments are from their December
meeting.
3.3.2 Amazon sales for calendar year 2015: $7,247.45.
3.3.3 Holiday sale brought in $1,400. Next sale is March 5, 2016.
3.3.4 Next board meeting is February 8, 2016. They will be voting on new board
members.
3.4. Reports from Trustees
New Trustee Rebecca Martinez joins the board for her first meeting. She is a retired high
school principal with OUSD and was with them for 25 years. She has lived in Orange for
56 years. She plans to use her connections at the District to help further the goals of the
Trustees and the Orange Public Library.
Vice Chair Freeman suggested the library revisit the Show Your Library Card and Save
program to ensure all vendors are still participating, and to expand the area past
downtown Orange. Chair Collins suggested the library contact Kim Nichols to
participate in the program, as well as Mike Alvarez (Army Navy store).
Vice Chair Freeman thanked Ms. Harpster for including them in the Staff Development
Day event on 1/18/16, but suggested that the Trustees participate in a portion of this
event so that they can have the opportunity to get to know staff and staff get to know
them. He also suggested that next time the Trustees be seated at separate tables during
the lunch rather than all together at one table by themselves, this would give them the
ability to interact with staff. Ms. Harpster stated that was a good idea, and that she was
considering bringing all three support groups (Foundations, Friends, and Trustees) to the
next Staff Development Day in 2018.
Chair Freeman asked if the Trustees Goals & Mission Statement could be posted for
staff. Ms. Harpster said she would post it in the Staff Lounge. He also suggested that the
three groups (Friends, Foundation & Trustees) get together once a year to build
partnerships.
Chair Freeman also suggested the Trustees meet at El Modena and Taft Branch libraries
in March & April. Ms. Eriksen will organize this.
4. Old Business
4.1. Volgistics – reporting hours online monthly – the Trustees were provided with
instructions on how to access Vic Net from home so they may enter their service hours.
They were reminded to input their hours on a monthly basis.
4.2. Adopt By-Laws that were approved at the 11/16/15 meeting

5. New Business
5.1. Policy Update: Computer and Internet Use – Remove the partial sentence under WiFi
Access (second bullet point): “…with other Internet users in the library and at City
Hall,” and adopt policy.
Motion: Approve as submitted, plus the deletion of partial sentence above, Freeman

5.2. OC READ – Chair Collins is doing a training course to become a tutor for OC Read, this
program is run by the County of Orange and the library allows them to use their literacy
office to hold one-on-one help. Last year there were 7 adults that received this service at
the Orange Public Library location. She was told by the County that there are 180 people
on the waiting list to be tutored (County-wide). She mentioned that the State Library is
offering literacy grants. Ms. Harpster said the library can start advertising the program,
perhaps list them on the website. Ms. Eriksen stated she will contact OC READ to
inquire about getting more pamphlets to put out in the lobby area for the patrons.

7. Public Comment
Linda Cundiff, Executive Director of the Library Foundation, stated that the Foundation
Board is delighted to have Chair Collins as the liaison. She said that she will look into the
literacy grant for the library once the gala event is over.
Trustee vanVoorst asked Ms. Cundiff about the list of people invited to the Gala, she is
concerned because the current list is out of date with names of several people who are
deceased. Ms. Cundiff stated that she is currently working on revising the list and should
have it updated in time for the gala invitations. She also offered the Trustees to take a look at
her list to see if they can help with updating it.
Vice Chair Freeman asked if they received any responses from utilities this year, and she
stated that they have received over $5,000 from utility bills, and she continues to receive
them. They also received a $10,000 donation from the McPherson Foundation and $80,000
from Maxine Hueber’s estate with more still to come.
