06-19-2019 DRC MinutesCITY OF ORANGE DESIGN REVIEW COMMITTEE MINUTES – FINAL June 19, 2019 Committee Members Present: Anne McDermott – Chair Mary Anne Skorpanich – Vice Chair Tim McCormack Carol Fox Robert Imboden Staff in Attendance: Anna Pehoushek, Assistant Community Development Director Monique Schwartz, Associate Planner Jessica Wang, Administrative Specialist Simonne Fannin, Recording Secretary Administrative Session – 5:10 p.m. Chair McDermott opened the Administrative Session at 5:10 p.m. Anna Pehoushek, Assistant Community Development Director explained that staff is working with the Chair to identify special topics for discussion when the agenda is light , e.g., General Plan content and senior housing. The Committee provided edits to the June 5, 2019 meeting minutes. Chair McDermott adjourned the administrative session at 5:17 p.m. Regular Session – 5:30 p.m. ROLL CALL: Committee Members McDermott, Skorpanich, Imboden, McCormack, and Fox were present. FLAG SALUTE: Vice Chair Skorpanich led the flag salute. PUBLIC PARTICIPATION: Opportunity for Members of the public to address the Design Review Committee on matters not listed on the Agenda. There were no speakers. CONSENT ITEMS: (1) APPROVAL OF MINUTES: June 5, 2019 City of Orange – Design Review Committee Final Minutes for Meeting on June 19, 2019 Page 2 of 3 Committee Member Fox made a motion to approve the May 15, 2019 minutes as emended during in the Administrative Session. AGENDA ITEMS: Continued Items: None New Agenda Items: (2) Design Review No. 4914-17 - Town and Country Apartments and Townhomes  A proposal to redevelop an existing 12.13 acre office complex with 727 multi-family residential units (653 apartments and 74 townhomes), multi-level parking structures, residential amenities, and related site improvements.  702-1078 W. Town and Country Road  Staff Contact: Monique Schwartz, (714) 744-7224, mschwartz@cityoforange.org  DRC Action: Final Determination Monique Schwartz, Associate Planner, provided an overview of the Town and Country Apartments and Townhomes consistent with the staff report. Mr. Trevor Boucher, applicant, and Mr. Daniel Delle, project landscape architect, distributed samples of pavers, small-scale mockup of materials and colors, as well as the landscape concept for the project. Chair McDermott opened the public comment portion of the meeting; there were no speakers. The Committee had comments and questions on the following:  Color changing wall grazing luminaries and address numbers.  Type of soil on the rooftop decks.  Clarification on the bottom of a pit drain.  Placing a solid drip emitter in the main drain line can sometimes cause problems over time.  Location of artificial turf.  Reflection off of the glazing at certain times of the day.  Spacing of the Little Ollie trees could be more spread out.  Under planting for the Bird of Paradise and Dietes.  On Sheet LP.2 for Parking Structure B, the three row hedging could be reduced to a double row.  Recommendations to substitute the following choices of trees: Columbia instead of Platanus along Town & Country Road, Indian Tribe variety of Crape Myrtle instead of Lagerstroemia Sp. Crape Myrtle, and Aloe Striata instead of Alonium. City of Orange – Design Review Committee Final Minutes for Meeting on June 19, 2019 Page 3 of 3  Scale and lack of planting against the south elevation of Building A; the use of bamboo and Columbia may help break up the mass.  The possibility of placing smaller or medium-size trees in between the palm trees along the south side of Building A in order to create an understory and cast shadows.  Trees next to Building A are in a line, rather than staggered like the rest of the project.  There is need for an alternative plan if the desired citrus plants cannot be obtained.  The Committee questioned if the under soffit lighting point source along the north elevation of Building B is visible from below.  The three-inch deep letters on Building A create shadowing and appear muddy on the dark background.  The tone of the finish of the metal panels on Building A as one enters the driveway along Town and Country Road.  The level of sheen of the metal panels on Building A. Anna Pehoushek, Assistant Community Development Director, asked the Committee to note the tree changes as recommendations instead of conditions of approval. The Street Tree Coordinator needs to approve the changes. Committee Member Fox made a motion to approve DRC No. 4914-17 - Town and Country Apartments and Townhomes based on the findings and conditions in the staff report and with the following additional conditions: 1. Light type F-1 on Building B shall not alternate colors with flashing, strobing or pulsating effects. 2. On the south elevation of Building A, adjacent to the turnout area, the Fortnight Lilies shall be changed to bamboo where the portion of the wall has no windows. 3. On page LP.7 of Building B, the Viburnum Tinus hedge along the eastern edge of the building shall consist of a double row instead of a triple row. And with the following recommendations: 4. The London Plane street trees could be replaced with Columbia and the Lagerstroemia Sp. variety of Crape Myrtle could be changed to the Indian Tribe variety of Crape Myrtle to match the existing flower color. 5. If citrus trees cannot be obtained, they can be substituted with Swan Hill Olive trees.
