PUBLIC HEARING PROCEDURES
The staff planner will present the staff report. The Zoning Administrator will open
the public hearing and the applicant will be allowed to present their request. After
the applicant has made their presentation and answered any questions of the
Zoning Administrator, members of the public will be allowed to speak in favor or
against the proposal, each being given three (3) minutes. Following that, the
applicant will be allowed to respond to public testimony. The public hearing will
then be closed and the Zoning Administrator will render a decision.
If you are interested in addressing the Zoning Administrator on an agenda item,
please fill out a white name and address Speaker’s Card provided at the front
podium and submit it to the recording secretary.
NOTE: Any Public Record that is distributed less than 72 hours prior to the
Zoning Administrator meeting will be made available at the Zoning Administrator
meeting and at the City Clerk’s office counter at City Hall, 300 E. Chapman
Avenue, Orange, CA 92866.

CONSENT ITEMS:
1. VARIANCE NO. 2234-14 – GOLSHANI RESIDENCE, 1902 N. ZION
STREET
The applicant proposes to construct two 8-foot tall columnar features at the front
property line in connection with a pronounced property entry stairway and, two
slope-stepping, staggered, retaining walls. A retaining wall with a railing on it
alongside the left side of the property entry stairs and, the innermost retaining
wall with a wrought iron or tube steel fence on it are the two features that require
a Variance because they are over 42 inches high. The 8-foot columns do not
require a Variance because they are not considered walls or accessory structures
by definition of the Orange Municipal Code and pursuant to a determination of
the Community Development Director.

RIGHTS OF APPEAL
The action taken by the Zoning Administrator this date shall be considered final unless,
within 15 days after the action, an appeal is filed. This appeal shall be made in written
form to the Community Development Department, accompanied by an initial appeal
deposit fee of $1,000.00.
The Community Development Department, upon filing of said appeal, will set said
petition for public hearing before the City Planning Commission at the earliest possible
date.
If you challenge any City of Orange decision in court, you may be limited to raising only
those issues you or someone else raised at the public hearing described on this Agenda, or
in written correspondence delivered to the Zoning Administrator, or prior to the public
hearing.
