Public Hearing: 3:00 p.m.
Pete Goodrich, Zoning Administrator, called the Public Hearing to order, Wednesday, April 27,
2016 at 3:02 p.m.
NEW ITEMS:
1. VARIANCE NO. 2241-16 OSTIC COVERED PATIO
The applicant is proposing to add a covered patio to the rear of a two-story residence.
The proposed covered patio would encroach into the required rear yard setback as
established in the Orange Municipal Code (OMC).

Pete Goodrich, Zoning Administrator (ZA), asked staff to give the Staff Report presentation on
VARIANCE 2241-16 – Ostic Covered Patio.
Robert Garcia, Senior Planner, presented a project overview consistent with the Zoning
Administrator Staff Report. Robert stated the address was incorrect on the Zoning Administrator
Agenda. The correct address is 2720 E. Walnut Ave #47, the address is reflected correctly on the
staff report.
Staff received two comments on the request. One comment was for additional information and
we did not receive any further follow up with that request. We also received a letter in support of
the project.
The ZA asked if it is a property line between unit number 47 and 48 on the site plans of exhibit
A?
Robert responded, yes that is correct it is a property line. This community was built with a zero
setback. The property owners have a shared wall. The budding wall does not require any
entitlements.
The ZA stated for the zoning administration there may not be a setback requirement, however for
Building requirements there may be a requirement of 85 feet. When Building permits are done
that can be addressed.
The ZA opened the Public Hearing.

Evonne Morton, from Patio Warehouse gave additional information on the wall between unit 47
and 48. She stated that it is a wood lattice wall.
Bill Ostic, owner of the property stated that both neighbors on either side have given signed
approval and it has also been approved through the homeowners association.
The ZA closed the Public Hearing.
The ZA rendered a decision and approved CUP 2241-16, Ostic Covered Patio, based on the
conditions listed in the Staff Report.

2. Conditional Use Permit No. 2999-16 - Orange Home Grown Community Farm
The applicant is proposing to build a community urban farm on a vacant piece of land
in the R-2-6 zone.

CUP 2999-16 – Orange Home Grown Community Farm.
Robert Garcia, Senior Planner, presented a project overview consistent with the Zoning
Administrator Staff Report. He explained the small scale community farm would be managed by
Orange Home Grown. He stated that it would serve for educational purposes.
The ZA opened the Public Hearing.
Megan Penn, from Orange Home Grown, was present to answer any questions the Zoning
Administrator might have.
The ZA closed the Public Hearing.
The ZA asked the applicant if she had reviewed the conditions and is aware of all the
requirements in the staff report.
Megan Penn stated she is aware of the conditions.
The ZA rendered a decision and approved CUP 2999-16, Orange Home Grown Community
Farm, based on the conditions listed in the staff report.
