Public Hearing: 3:00 p.m.
Pete Goodrich, Zoning Administrator, called the Public Hearing to order, Wednesday, July 5,
2017 at 3:02 p.m.
NEW ITEMS:
1. VARIANCE NO. 2244-17
A proposal requesting a Variance for the location of two historic era accessory
buildings to be relocated as part of the proposed Villa P ark Orchards Association
Packing House and West Residential Village project.

Pete Goodrich, Zoning Administrator (ZA), asked Staff to give the Staff Report presentation on
Variance No. 2244-17- Villa Park Orchards Association Packing House and West Residential
Village project.
Kelly Ribuffo, Associate Planner, presented a project overview consistent with the Zoning
Administrator Staff Report.
Ken Ryan of KTGY, representing Chapman University, indicated that they have reviewed the
Staff Report and are in agreement with all conditions for approval. Also in attendance was Kris
Olsen- Vice President of Planning and Development of Chapman University, Johanna Crooker
of KTGY- Project Manager and Payton Hall, Resource Consultant for the project. They were
there to answer any questions the ZA might have.
The ZA opened the Public Hearing.
No speakers.
The ZA closed the Public Hearing.
The ZA had no questions for the applicants. The ZA received two letters of opposition on issues
that were unrelated to the specific topic of the relocation of the two buildings and variance. The
ZA confirmed with Associate Planner, Kelly Ribuffo, that the letters of opposition received a
response from the City. Ms. Ribuffo stated that response letters from the Planning Division were
mailed on Monday, July 3, 2017. Items listed in the letters were either in the purview of the
Design Review Committee or referred to the Director for review. Variance No. 2244-17 Villa
Park Orchards Association Packing House and West Residential Village project is scheduled to
go before the Design Review Committee this evening, July 5, 2017.

The ZA rendered a decision and approved Variance No. 2244-17- Villa Park Orchards
Association Packing House and West Residential Village project, based on the 9 conditions
listed in the Staff Report.

The ZA adjourned the Public Hearing at 3:09 p.m.
