SUMMARY
At its December 18, 2017 meeting, the Planning Commission denied a request for an Alcohol and
Beverage Control (ABC) License Type 20 (Off-Sale Beer & Wine) and directed staff to draft a
denial resolution.
RECOMMENDED ACTION
Adopt Planning Commission Resolution No. PC 02-18 entitled:
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ORANGE DENYING CONDITIONAL USE
PERMIT NO. 3003-16 FOR A STATE OF CALIFORNIA,
DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL,
TYPE 20 LICENSE (OFF-SALE BEER & WINE) LOCATED
AT 684 S. GLASSELL STREET
AUTHORIZATION/GUIDELINES
Orange Municipal Code (OMC) Section 17.30.030 to take action on Conditional Use Permit No.
3003-16 for an Alcoholic Beverage Control (ABC) License Type 20 (Off-Sale Beer & Wine).
ENVIRONMENTAL REVIEW
Categorical Exemption: Statutorily exempt from the provisions of the California Environmental
Quality Act per State CEQA Guidelines 15270(a), because CEQA does not apply to projects which
a public agency rejects or disapproves.

PROJECT BACKGROUND
At its December 18, 2017 meeting the Planning Commission conducted a public hearing and took
testimony from the applicant. The Commission denied the request for an Alcoholic Beverage
Control (ABC) License Type 20 (Off-Sale Beer & Wine) and directed staff to draft a denial
resolution by a vote of three ayes and one noes.
