REGULAR SESSION
1.1 CALL TO ORDER: Chair Glasgow called the meeting to order at 6:58 p.m.
1.2 FLAG SALUTE: Commissioner Simpson led the flag salute.
1.3 ROLL CALL: All Commissioners were present.
1.4 PUBLIC PARTICIPATION: None

1.6 PLANNING MANAGER REPORTS: Assistant Community Development Director, Anna
Pehoushek, distributed the General Plan binder and the City’s Development Review brochure to
Commissioners.
2. CONSENT CALENDAR:
2.1 APPROVAL OF MINUTES FROM THE REGULARLY SCHEDULED MEETING OF
SEPTEMBER 6, 2017 AND SEPTEMBER 18, 2017.

3.1 CONDITIONAL USE PERMIT NO. 3051-17 BLAZE PIZZA
The applicant is requesting an Alcoholic Beverage Control (ABC) Type 41 License (On-Sale Beer
and Wine – Eating Place) to serve beer and wine at a new restaurant (Blaze Pizza) at 2139 N. Tustin
Street #3. An outdoor dining area is proposed as part of this application.
LOCATION: 2139 N. Tustin Street #3
NOTE: The proposed project is categorically exempt from the provisions of the California
Environmental Quality Act (CEQA) per State CEQA Guidelines 15301 (Class 1 –
Existing Facilities) because the project consists of the operation and licensing of a
restaurant in an existing private structure that does not expand the existing structure
or use. There is no environmental public review required for a Categorical
Exemption.
RECOMMENDED ACTION:
Adopt Planning Commission Resolution No. PC 29-17 entitled:
a Resolution of the Planning Commission of the City of Orange approving
Conditional Use Permit No. 3051-17 authorizing the sale of alcoholic beverages
(Type 41 license - beer and wine) at a restaurant with outdoor dining located at 2139
N. Tustin Street #3
Discussion: Kelly Ribuffo, Associate Planner, presented a project overview consistent with the
staff report.
The Commission clarified with Mrs. Ribuffo that alcohol would be sold between the hours of
operation, 10 a.m. to 12 a.m. The Commission was supportive of the request to obtain a license to
serve alcohol, stating that it was standard and well-vetted by the Police Department.
Public Hearing was opened.
There were no public speakers.
Public Hearing was closed.
Motion was made to adopt Planning Commission Resolution No. PC 29-17, a Resolution of
the Planning Commission of the City of Orange approving Conditional Use Permit No. 3051-
17 authorizing the sale of alcoholic beverages (Type 41 license - beer and wine) at a restaurant
with outdoor dining located at 2139 N. Tustin Street #3. Noted that it is also exempt from
CEQA.

4. ADJOURNMENT:
The Commission expressed gratitude to City Staff’s response efforts during the emergency
situation on Monday, October 9, 2017. The Commissioners were impressed with the mutual aid
and understanding throughout the county and the organized coordination of the evacuations.
The meeting was adjourned to the next regularly scheduled meeting on Wednesday, November 4,
2017.
