CONSENT CALENDAR: 2.1 APPROVAL OF MINUTES FROM THE REGULARLY SCHEDULED MEETING OF APRIL 16, 2018. COMMISSION BUSINESS: 3.1 GENERAL PLAN ANNUAL PROGRESS REPORT TO THE STATE OF CALIFORNIA California Government Code Section 65400 requires that cities submit an annual report on the status of their General Plan and progress in its implementation to the Governor’s Office of Planning and Research and Department of Housing and Community Development each year. LOCATION: CITY OF ORANGE NOTE: Since this item is informational in nature and involves no action by the Planning Commission, the California Environmental Quality Act (CEQA) does not apply. Notwithstanding, Final Program Environmental Impact Report (EIR) No. 1815-09 for the Comprehensive General Plan Update was certified on March 9, 2010 and prepared in accordance with the California Environmental Quality Act. The implementation activities identified in the subject report are addressed in the previously-approved General Plan EIR. RECOMMENDED ACTION: Receive and file 2017 General Plan Annual Progress Report for final acceptance by the City Council. Chad Ortlieb, Senior Planner, provided an update on the General Plan Annual Progress Report consistent with the staff report and noted the special reporting forms associated with the Housing Element required by the State that were contained in the report. The Planning Commission and staff discussed aspects of the Housing Element policies and the various challenges with the homeless and the services provided through various programs. Mr. Ortlieb provided an explanation of how the City responds to requests from the County when it would like to use property in the city for homeless shelters and services. Commissioner Simpson asked about the remaining very low and low income units that continue to be needed in Orange and how those related to the housing that had already been built. Mr. Ortlieb stated the City has to show that they have the available sites for affordable housing. Commissioner Correa asked whether the shelter beds fulfill the numbers for the City’s affordable housing need identified in the States Regional Housing Need Allocation (RHNA). Anna Pehoushek stated the housing affordability levels are determined and are based on household income and rental rates; therefore the RHNA breakout is meant to represent long- term permanent housing units. Commissioner Simpson's stated even though it is the responsibility of Chapman University to address student housing, he feels it is important that the City encourage private development Planning Commission May 7, 2018 3 on parcels that may be available for addressing student housing needs. Commissioner Gladson added that the Housing Element set the table for how the City deals with housing issues and how policies were put in order based on community participation. Motion was made to receive and file 2017 General Plan Annual Progress Report for final acceptance by the City Council. Planning Commission May 7, 2018 4 3.2 GENERAL PLAN CAPITAL IMPROVEMENT PROGRAM CONFORMITY The Capital Improvement Program (CIP) serves as a single comprehensive plan of proposed capital improvement projects for the budget year FY 2018-2019 and the four years thereafter. In accordance with State law, the City must determine that the CIP is consistent with the General Plan. LOCATION: CITY OF ORANGE NOTE: Staff has reviewed the list of projects identified in the CIP and determined that a number of projects will likely involve the need for preparation of environmental documentation in accordance with the California Environmental Quality Act (CEQA). Appropriate CEQA documents will be prepared after a specific project scope is defined but prior to City Council approval of construction contracts. The CIP General Plan conformity determination report is not a project per CEQA Guidelines Section 15378. The CIP is a budgeting and fiscal planning tool. It does not commit the City to construction or implementation of any specific project. RECOMMENDED ACTION: Find that the projects identified within the proposed five-year Capital Improvement Program are consistent with the City’s General Plan. Chad Ortlieb, Senior Planner provided an explanation of General Plan Conformity Determination for the City's Capital Improvement Program (CIP) covering 2018 through 2023 consistent with the staff report. He stated that in accordance with State Law, the City must determine that the Capital Improvement Program is consistent with the General Plan. He asked the Commission to find that the identified projects within the proposed five-year CIP are consistent with the General Plan. Commissioner Willits asked how projects were identified, prioritized, and placed on the CIP. In response to Commissioner Willits question, Ms. Pehoushek, stated there are replacement schedules for different facilities based on their age. The accumulation of finding and prioritizing how money needs to be allocated to maintain the critical systems, is a major component of identifying which projects are prioritized. Projects may also be added in response to City Council priorities, Department Head recommendations, and requests obtained from public comments made to the City Manager or at City Council meetings. Also, a project may be brought to the forefront if there is grant funding for a project that the City would like to pursue. Commissioner Gladson stated she would like to see potential traffic calming efforts on Cambridge Street brought to the attention of the City Council. Planning Commission May 7, 2018 5 Commissioner Simpson noted that there were traffic improvement projects identified on Santiago Canyon Road at Cannon and Katella and Struck that appear to coincide with approved or pending development projects. Mr. Ortlieb stated that CIP Project decisions are sometimes made based on anticipated development. A motion was made find that the projects identified within the proposed five-year Capital Improvement Program are consistent with the City’s General Plan.
