REGULAR SESSION
1.1 CALL TO ORDER: Chair Glasgow called the meeting to order at 7:00 p.m.
1.2 FLAG SALUTE: Vice Chair Simpson led the flag salute.
1.3 ROLL CALL: Commissioners Glasgow, Martinez, Simpson, Vazquez and Willits
1.4 PUBLIC PARTICIPATION:
Chair Glasgow opened the public participation portion of the meeting. There were no speakers.
The public participation was closed.
1.5 CONTINUED OR WITHDRAWN ITEMS:
Anna Pehoushek, Assistant Community Development Director stated that staff is recommending
continuing Public Hearing Item 3.1 until the July 15, 2019 meeting.
1.6 PLANNING MANAGER REPORTS: None
1.7 ANNOUNCEMENT OF THE APPEAL PROCEDURES

2.1 APPROVAL OF MINUTES FROM THE REGULARLY SCHEDULED
MEETING OF JUNE 17, 2019.
A motion was made to approve the June 17, 2019 minutes with a modification on page
2:

3. NEW HEARING:

3.1 GENERAL PLAN AMENDMENT NO. 2018-0001, ZONE CHANGE NO. 1286-
18, DEVELOPMENT AGREEMENT NO. 0005-18, AND ENVIRONMENTAL
REVIEW NO. 1857-18M – TRAILS AT SANTIAGO CREEK.
NOTE: ITEM TO BE CONTINUED TO THE JULY 15, 2019 PLANNING
COMMISSION MEETING
RECOMMENDED ACTION: Continue to the July 15, 2019 Planning Commission
Meeting
Chair Glasgow announced that the item would be continued. He indicated that there was no
staff presentation and that the Commissioners did not have any materials to look at.
Chair Glasgow opened the public hearing even though this item has been continued until July
15, 2019.
Peter Jacklin stated this property is listed on the July 2018 Surface Mining and Reclamation
Act (SMARA) as an area of regional significance and nothing can be done on this property
until a public hearing is held by the State.
Teresa Sears stated she and others in Orange Park Acres (OPA) no longer support any of the
liaison committee proposals.
Laura Thomas, Sharon Mule, Paul Andrews, John Russo, Dave Hillman, Bonnie Robinson
and Laurel Maldonado are residents of OPA and spoke in opposition of the zoning change
due to the following:
Residents want to protect the OPA Specific Plan, East Orange Plan and the Santiago Creek
Greenbelt Plan.
Preserve one of the last remaining equestrian communities in Orange County.
Obligation to follow CEQA guidelines.
Sully Miller site has been designated for open space.
Project is in the flood zone downstream from two dams the land is a relief valve for the
Creek.
Project is atop of two earthquake faults.
Located on underground creek/silt ponds conducive to liquefaction.
Methane gas migration through the soil causing respiratory problems for nearby residents.
Will create a taxpayer liability when disaster strikes.
Chemicals from the previous landfill.
Chair Glasgow closed the public comment portion of the meeting.
A Motion was made to Continue Item 3.1 General Plan Amendment No. 2018-0001, Zone
Change No. 1286-18, Development Agreement No. 0005-18, and Environmental Review No.
1857-18 – Trails At Santiago Creek To July 15, 2019.
