Adrienne Gladson introduced the Commissioners to the Orange County Planning Officials Leadership Initiative Collaborative, OCPOLIC, an alliance of Orange County Planning Commissioners working in collaboration with professional planners in the public, private and non- profit sectors. Ms. Gladson invited the Commissioners to several planned training opportunities. 1.5 CONTINUED OR WITHDRAWN ITEMS: None 1.6 PLANNING MANAGER REPORTS: None 1.7 ANNOUNCEMENT OF THE APPEAL PROCEDURES 2. NEW HEARING: FINAL Minutes Planning Commission June 17, 2019 City of Orange Monday 7:00 p.m. PRESENT: Commissioners Glasgow, Willits, Simpson, Vazquez and Martinez STAFF PRESENT: Mary Binning, Senior Assistant City Attorney Anna Pehoushek, Assistant Community Development Director Jessica Wang, Administrative Specialist Simonne Fannin, Recording Secretary REGULAR SESSION 1.1 CALL TO ORDER: Chair Glasgow called the meeting to order at 7:00 p.m. 1.2 FLAG SALUTE: Chair Glasgow led the flag salute. 1.3 ROLL CALL: Commissioners Glasgow, Willits, Simpson, Martinez and Vazquez Planning Commission June 17, 2019 2 3.1 CONDITIONAL USE PEMRIT NO. 3089-19 GENERAL UNDERGROUND FIRE PROTECTION OFFICE NOTE: The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines 15301 (Class 1 – Existing Facilities) because the project consists of permitting a use in an existing private structure involving no expansion. RECOMMENDED ACTION: Adopt Planning Commission Resolution No. PC 05-19 entitled: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ORANGE APPROVING CONDITIONAL USE PERMIT NO. 3089-19 ALLOWING AN ADMINISTRATIVE OFFICE IN EXCESS OF 25% OF THE TOTAL GROSS FLOOR AREA IN THE INDUSTRIAL MANUFACTURING (M-2) ZONE LOCATED AT 701 W. GROVE AVENUE Anna Pehoushek, Assistant Community Development Director, provided an overview of the request for the Conditional Use Permit consistent with the staff report. Chair Glasgow opened the public hearing. Terry Householder, applicant, approached and explained the need for the office expansion. Chair Glasgow closed the public hearing and brought it back to the Commission. All of the Commissioners spoke in support of the project. A motion was made to adopt a Resolution of the Planning Commission of the City of Orange approving Conditional Use Permit No. 3089-19 allowing an administrative office in excess of 25% of the total gross floor area in the Industrial Manufacturing (M-2) Zone located at 701 W. Grove Avenue. MOTION: Commissioner Simpson SECOND: Commissioner Martinez AYES: Commissioners Glasgow, Willits, Simpson, Vazquez and Martinez NOES: None ABSENT: None ABSTAIN: None MOTION CARRIED.
