03-04-19 Final MinutesPlanning Commission March 4, 2019 1 FINAL Minutes Planning Commission March 4, 2019 City of Orange Monday 7:00 p.m. PRESENT: Commissioners Glasgow, Willits, Simpson, Martinez, and Vazquez STAFF PRESENT: Gary Sheatz, Senior Assistant City Attorney Anna Pehoushek, Assistant Community Development Director Robert Garcia, Senior Planner Simonne Fannin, Recording Secretary Jessica Wang, Administrative Specialist 1. REGULAR SESSION 1.1 CALL TO ORDER: Chair Glasgow called the meeting to order at 7:00 p.m. 1.2 FLAG SALUTE: Commissioner Vazquez led the flag salute. 1.3 ROLL CALL: Commissioners Glasgow, Willits, Simpson, Martinez, and Vazquez 1.4 PUBLIC PARTICIPATION: Chairman Glasgow opened the public comment portion of the meeting; seeing no one approach, he closed the public comment portion of the meeting. 1.5 CONTINUED OR WITHDRAWN ITEMS: None 1.6 PLANNING MANAGER REPORTS: Anna Pehoushek, Assistant Community Development Director, announced that Gary Sheatz, Assistant City Attorney has been promoted to City Attorney. Mr. Sheatz introduced his replacement, Mary Binning. The Commission expressed their thanks to Mr. Sheatz. 1.7 ANNOUNCEMENT OF THE APPEAL PROCEDURES: Planning Commission March 4, 2019 2 2. CONSENT CALENDAR: 2.1 APPROVAL OF MINUTES FROM THE REGULARLY SCHEDULED MEETING OF FEBRUARY 20, 2019. A motion was made to approve the February 20, 2019 minutes as emended by Chair Glasgow: MOTION: Commissioner Glasgow SECOND: Commissioner Simpson AYES: Commissioners Glasgow, Willits, Simpson, Martinez, and Vazquez NOES: None ABSENT: None ABSTAIN: None MOTION CARRIED 2.2 Adopt Planning Commission Resolution No. PC 02-19 entitled: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ORANGE APPROVING MAJOR SITE PLAN REVIEW NO. 0897-17 AND DESIGN REVIEW NO. 4899-17 TO ALLOW FOR THE CONSTRUCTION OF A NEW 86,086 SF INDUSTRIAL BUILDING CONSISTING OF 21,775 SF OF OFFICE USE ON TWO LEVELS, 59,225 SF OF WAREHOUSE USE, AND 5,305 SF OF MEZZANINE USE LOCATED AT 2105 N. BATAVIA STREET Robert Garcia, Senior Planner, provided an overview of new construction of an industrial building on Batavia Street consistent with the staff report. Chair Glasgow invited the applicant to step forward; the applicant did not make a presentation. Chair Glasgow opened the public hearing portion of the meeting. There were no speakers. The public hearing was closed. Chair Glasgow asked if the project required any variances or conditional use permits that need approval by the Commission. Mr. Garcia responded no. The Commissioners inquired how many company vehicle spaces will be on-site and how many employees will work there. Mr. Garcia stated there are six allotted company vehicle spaces; he did not know the number of anticipated employees. Planning Commission March 4, 2019 3 The Commissioners commented favorably about the project and the opportunity to retain the business in Orange. A motion was made to adopt a Resolution No. Planning Commission 02-19 of the Planning Commission of the City of Orange approving Major Site Plan Review No. 0897-17 and Design Review No. 4899-17 to allow for the construction of a new 86,086 SF industrial building consisting of 21,775 SF of office use on two levels, 59,225 SF of warehouse use, and 5,305 SF of mezzanine use located at 2105 N. Batavia Street. CEQA exempt. ADJOURNMENT: The next regularly scheduled meeting of the Planning Commission will be held on Monday, March 18, 2019 at 7:00 p.m. in the Council Chambers. A motion was made to adjourn the meeting.
