06-17-19 Underground Fire Protection Office PLANS22 ATT ACHMENT 1 OFD Fire Master Plan Notes All of the notes listed in the INSPECT ION REQUIREM ENTS and GENERAL REQUIREM ENTS sections shall be placed, verbatim, on the plan under the heading “ORANGE CITY FIRE DEPARTMENT NOTES.” Include individual notes, as applicable, from the PROJECT -SPECIFIC REQUIREM ENTS section. INSPECT ION REQUIREM ENT S 1. OFD site inspections are required for this project. Please schedule all field inspections at least 48 hours in advance. Call the Fire Prevention office at (714) 288-2541 for Inspection Scheduling. 2. A lum ber drop inspection shall be perform ed prior to delivery to the site. All-weather access roads capable of supporting 68,000 lbs., topped with asphalt, concrete, or equivalent shall be in place and hydrants operational at time of lum ber drop inspection. 3. For projects with fuel m odification, a vegetation clearance inspection is required prior to a lum ber drop inspection. To schedule an appointment call the Fire Prevention office at (714) 288-2541. 4. Phased installation of fire access roads requires additional inspections. 5. An original approved, signed, wet-stam ped OFD fire m aster plan shall be available on-site. 6. Access roads and hydrants shall be m aintained and rem ain clear of obstructions at all tim es. 7. Areas where park ing is not perm itted shall be clearl y identified. 8. Obstruction of fire lanes and h ydrants m ay result in cancellation or suspension of inspections and a notice of correction or citation will be issued. 9. Tem porary fuel tanks of 60 or m ore gallons shall be reviewed, inspected, and perm itted by the OFD prior to installation and use. 10. The project address shall be clear ly posted and visible from the public road during construction. 11. All gates which are required for fire department access shall be equipped with either a Knox or fire department padlock . 12. Buildings of four or m ore stories shall be provided with stairs and a standpipe before reaching 40 feet in height. GENER AL REQUIREM ENTS 13. Fire lane widths shall be measured from top face of the curb to top face of the curb for fire lanes with standard curbs and gutter s and from flow-line to flow-line for fire lanes with modified curb designs (e.g., rolled, ram ped, etc). T he developer is responsible to verif y that all approved public work s or grading departm ent street im provem ent plans or precise grading plans conform to the m inim um street width m easurem ents per the approved OFD Fire M aster Plan. 14. Perm anent, tem porar y, and phased em ergenc y access roads shall be designed and m aintained to support an im posed loa d of 68,000 lbs. and surfaced to provide all-weather driving capabilities. 15. Additional fire lane m arkings m ay be required at the tim e of inspection depending on field conditions. 16. Address num bers shall be located and be of a color and sized so as to be plainly visible and legible from the roadway. 17. Access gates shall be approved prior to installation and shall be in com pliance with Chapter 5 of the CFC. 18. Approved access walkwa ys shall be provided to all required openings and all rescue windows. 19. Vegetation shall be selected and m aintained in suc h a m anner as to allow imm ediate access to all hydrants, valves, fire departm ent connections, pull stations, extinguishers, sprink ler risers, alarm control panels, rescue windows, and other devices or areas used for firefighting purposes. Vegetation or building f eatures shall not obstruct address num bers or inhibit the functioning of alarm bells, horns, or strobes. 20. Dum psters and trash containers larger than 1.5 cubic yards shall not be stored in buildings or placed within 5 feet of com bustible walls, openings or com bustible roof eave lines unless protected b y an approved sprink ler system . 21. Any future m odification to the approved Fire Master Plan or approved site plan, including but not lim ited to road width, grade, speed hum ps, turning r adii, gates or other obstructions, shall require review, inspection, and approval b y the OFD. 23 22. Approval of this plan shall not be construed as approval of an y inform ation or project conditions other than those item s and requirem ents identified in related portions of the 2016 CFC and CBC and Orange Municipal Code. This project m ay be subject to additional requirem ents not stated herein upon exam ination of actual site and project conditions or disclosure of additional inform ation. PROJECT -SPECIFIC REQUIREM ENTS (Include only those notes that are applicable to the project as designed; some notes may need to be modified to address specific project conditions) 23. An underground piping plan is required for the installation of an autom atic fire sprink ler system or for a private fire h ydrant s ystem . A separate plan subm ittal is required. 24. A chem ical classification and hazardous m aterials com pliance plan shall be approved by the OFD prior to an y hazardous m aterials being stored or used on site. A separate plan subm ittal is required. 25. Buildings used for high-piled storage shall com ply with CFC requirem ents. A separate plan subm ittal is required if m aterials will be stored higher than 12 feet for lower-hazard comm odities, or higher than five feet for high-hazard commodities such as plastics, rubber, flamm able/com bustible liquids, tires, carpet, etc. 26. An autom atic fire sprink ler s ystem shall be installed in accordance with applicable codes and ordinances, am endm ents, and guidelines. Sprink ler s ystem s, other than those listed in CFC Chapter 9, shall be m onitored by an approved central station. Separate plan subm ittals for the sprink ler and m onitoring s ystem s are required. Design of an automatic fire sprinkler system shall be based on a current flow test (within 12 months of the submitted design) which has been conduct per NFPA 13 requirements and witnessed by a fire department representative and per Orange Municipal Code. 27. Buildings containing industrial refrigeration s ystems shall com ply with CFC requirem ents. A separate plan subm ittal is required if refrigerant quantities exceed thresholds. 28. A fire alarm s ystem shall be installed in accordance with applicable codes and ordinances, am endm ents, and guidelines. A separate plan subm ittal is required. 29. Compressed gas cylinders and/or tanks shall be installed in accordance with applicable codes and ordinances. A separate plan submittal is required if quantities exceed thresholds. 30. Structures located in a Fire Hazard Severit y Zone, Special Fire Protection Area, or W ildland-Urban Interface Fire Area are subject to the construction requirem ents prescribed in Chapter 7A of the 2013 CBC and/or Section 327 of the 2013 CRC. Construction m aterials/m ethods are reviewed and inspected b y the Building Departm ent. 31. One or m ore structures shown on this plan are located adjacent to a fuel m odification area.
