1. SUBJECT
Agreement with the City of Anaheim for Fiscal Year 2018 Urban Areas Security Initiative
grant.
2. SUMMARY
The Anaheim/Santa Ana Urban Areas Security Initiative grant has authorized participation
in regional training and exercises hosted by Urban Areas Security Initiative. The goal of
the grant is to ensure that training programs are delivered to accomplish core
competencies and awareness levels among all first responders regarding terrorism.
3. RECOMMENDED ACTION
Approve the agreement with the City of Anaheim for Fiscal Year 2018 Urban Areas
Security Initiative grant; and authorize the Mayor to execute on behalf of the City.

5. STRATEGIC PLAN GOALS

c: Enhance the emergency management system to provide public safety during times
of disaster.
6. DISCUSSION AND BACKGROUND
The Urban Areas Security Initiative (UASI) Regional Training Program objectives are to
ensure that training programs are delivered to accomplish core competencies and
awareness levels among all first responders regarding terrorism. The Orange Police
Department currently has 77 Terrorism Liaison Officers. The Terrorism Liaison Officer
objectives are to educate first responders in the organizational structure of the intelligence
community, understand the roles and mission of the Orange County Intelligence
Assessment Center and the Joint Regional Intelligence Center, and to identify domestic

and international terrorist groups, ideologies, and methods for executing terrorist acts.
The grant will provide the following:
• Regional training and exercises hosted by UASI
• Use of equipment, technology or services acquired with grant funds
• Participation in any additional regional projects funded by UASI
Due to a reduced UASI grant allocation, reimbursement for overtime and backfill for
training is no longer being offered. The UASI grant is a transfer agreement that provides
unique equipment, training, planning, and exercise needs with no monetary value.
