SUBJECT Agreement with the City of Anaheim for Fiscal Year 2016 Program to Prepare Communities for Complex Coordinated Terrorist Attacks. 2. SUMMARY The City of Anaheim has authorized a reimbursable grant to the Orange Police and Fire Departments in an amount not to exceed $12,222 through June 30, 2020. The funds are to be used for approved training courses and participation in joint exercises hosted by Urban Areas Security Initiative. 3. RECOMMENDED ACTION 1. Approve agreement with the City of Anaheim in an amount not to exceed $12,222 for Fiscal Year 2016 Program to Prepare Communities for Complex Coordinated Terrorist Attacks (CCTA) and authorize the City Manager to execute on behalf of the City. 2. Accept into the City's revenue budget a $6, 111 grant from the City of Anaheim,. into revenue account number 100.3021.45495.30124 General Fund - Other Grant Revenue - CCTA. _ 3. Authorize the appropriation of $6, 111 into expenditure account number 100.3021.50221.30124, General Fund - Overtime Safety - CCTA. 4. Accept into the City's revenue budget a $6, 111 grant from the City of Anaheim, into revenue account number 100.4081.45495.30124 General Fund - Other Grant Revenue - CCTA. 5. Authorize the appropriation of $6, 111 into expenditure account number 100.4081.50221.30124, General Fund - Overtime Safety- CCTA. 4. FISCAL IMPACT The total appropriations for this grant are funded by the additional revenue received from the City of Anaheim. ITEM 3 .l.o 1 08/13/2019 5. STRATEGIC PLAN GOALS Goal 1: Provide for a safe community c: Enhance the emergency management system to provide public safety during times of disaster. 6. DISCUSSION AND BACKGROUND In 2017, the City of Los Angeles applied for and was awarded $1,223,225 in Homeland Security Grant funds for the Fiscal Year 2016 (FY16) Program to Prepare Communities for Complex Coordinated Terrorist Attacks (CCTA Program). The City of Anaheim received a percentage of the CCTA Program award and sub-awarded the funds to participating agencies. The CCTA Program plays an important role in the implementation of National Preparedness priorities and provides funding to develop plans, training, and exercises for complex coordinated terrorist attacks. The grant authorizes reimbursement of overtime and backfill expenses for participation in approved CCTA traininq courses and joint exercises between Los Angeles County and Orange County, and participating agencies identified in the planning process. The City of Orange Police and Fire Departments have been awarded FY16 CCTA grant funding totaling $12,222, which will be equally shared between Police and Fire. The grant period is from March 19, 2019 to June 30, 2020, and does not require matching funds. 7. ATTACHMENT • Agreement with the City of Anaheim ITEM 2 08/13/2019
