1 . SUBJECT
A request for the installation of three-way stop control at the intersection of Freedom
Avenue and Pacific Street.
2. SUMMARY
Three-way stop control is not warranted based on an engineering study. However, the
installation of a one-way stop, together with additional red curb, is recommended.
3. RECOMMENDED ACTION
Approve the installation of one-way stop control for Pacific Street at Freedom Avenue and
red curb as described herein.
4. FISCAL IMPACT
The total expenditure for the project is $1,000 and will be funded in Minor Traffic Control
Devices (16302) through Traffic Improvement Measure M2 (263).

6. DISCUSSION AND BACKGROUND
This is a request from Mr. Ray McCabe of West Freedom Avenue for the installation of a
three-way stop control at the intersection of Freedom Avenue and Pacific Street. The
basis for this request is to enhance traffic safety. Pursuant to this request a traffic study
was conducted at the subject intersection. The results are as follows:
Existinq Conditions
Both Freedom Avenue and Pacific Street are classified as Commercial roadways in the
study area located in the northwest industrial area of the city. Pacific Street runs in a
north-south direction. Freedom Avenue runs in an east-west direction terminating in cul-

de-sacs east and west of the subject intersection. The total length of Freedom Avenue is
approximately 1,000 feet.
Traffic Volume Characteristics
AM and PM peak traffic counts were conducted at the subject intersection as part of this
study. Results of the counts indicate that the traffic volume is fairly light. A total of 85
vehicles were counted entering the subject intersection from all approaches during the
AM peak hour (6:45-7:45 am) and 83 vehicles were counted entering the intersection
during the PM peak hour(4:30-5:30 pm). These volumes are far below that at which three-
way stop control is typically considered.
Accident History
The accident history at the subject intersection was evaluated for the past three year
period. According to our records, there no reported accidents during that time.

It should be noted that this is not illegal since these vehicles are not parked within the
intersection; and since there are no sidewalks, a crosswalk is not implied and the parked
vehicles are not obstructing a crossing.
Recommendation
Based on the results of the traffic study and warrant analysis, staff finds that a three-way
stop control is unwarranted. However, since the intersection is uncontrolled, a one-way
stop on the terminating leg of the intersection is supported. It should be noted that
intersections are evaluated for stop controls on a per-request basis, and the one-way
STOP control at American Way Street and Freedom Avenue located 300 feet west of the
study area was approved by the Traffic Commission in 1990 as a result of a request from
a business person in the area. Furthermore, the installation of red curb around both curb
returns as well as an additional 20 feet on Freedom Avenue to enhance sight distance is
also supported.

It is staff's recommendation that the Traffic Commission approve:
1. The installation of a one-way stop control for northbound Pacific Street at Freedom
Avenue: and
2. The installation of red curb around both curb returns on the south side of the
intersection as well as an additional 20 feet of red curb on the south side of
Freedom Avenue approaching Pacific Street from both sides
The businesses within 300 feet of the subject intersection were notified by mail of this
item on the Traffic Commission Agenda.

Thank you for your time on the phone Dave.
My office is at 630 W. Freedom Ave, Orange, Ca 92865. We have been here for over 10 years.
They have recently got a new tenant on Freedom that soups up cars with high performance engines.These cars will race
up and down Freedom doing donuts in the cul-de-sac.
When coming from Pacific to turn onto Freedom,the street is completely blind. I have almost been hit a dozen times
over the past few years including this past Tuesday. You cannot see to make the turn without creeping out into the
Freedom street, and even then might get smashed into.
This is a very dangerous intersection and really needs a 3 way stop sign ASAP.
Thank you for any help saving lives here. It's just a matter of time. Not if, but when.
