1 . SUBJECT
Request to remove the "2-HOUR" time limit parking restriction from the east side of the
100 Block of North Lemon Street.
2. SUMMARY
The request is to eliminate the exiting "2-hour" parking restriction on the 100 Block of
North Lemon Street now that the Old Towne West parking structure is operational. Doing
so would allow for longer term parking for the fronting businesses.
3. RECOMMENDED ACTION
Approve the request.
4. FISCAL IMPACT
The total expenditure for the project is $500 and will be funded in Minor Traffic Control
Devices (16302) through Traffic Improvement Measure M2 (263).
5. STRATEGIC PLAN GOALS

6. DISCUSSION AND BACKGROUND
This request is from Mr. Brian Groh at 145 N. Lemon Street for the removal of the "2-
HOUR" parking time restriction for the 100 Block of North Lemon Street. The time limit
restrictions were approved by the City's Traffic Commission and implemented in
September of 2017 in order to help manage parking demands (by increasing parking
turnover) in the area while the Old Towne West parking structure was under construction
across the street from the proponent's business. The Commission's approval of the
aforementioned parking restriction was with the intent and understanding that its
necessity could be revisited upon completion of the parking structure.

The parking structure is now operational and the proponent believes that the time
restriction is no longer needed. The proponent has no off-street parking, so his employees
must utilize on-street parking. And, it has become an unreasonable nuisance for
businesses to move their vehicles every two hours. Furthermore, permit parking was
recently implemented on the northerly portion of the block which removes about 10 to 12
general-use parking spaces from Lemon Street.
The combined effect of permit parking and 2-hour parking limits on the same block are
impacting longer-term (one day or less) parking opportunities for fronting businesses.
Because the restriction is no longer beneficial to the area businesses, consideration can
be given for its removal on a per-request basis.
Staff has no objections to removing the remaining "2-Hour" time limit parking restrictions ,
from the 100 Block of North Lemon Street. It is therefore staff's recommendation that the
Traffic Commission approve the removal of the "2-Hour" time limit Parking restrictions
from the 100 Block of North Lemon Street.

Thank you for returning my call yesterday regarding the 2 hour parking restriction in front of
our building. We are a business located at 145 North Lemon and are directly across from the
new parking structure. During construction we heard that the 2 hour parking minimum south
of 149 North Lemon would not be policed while the construction was going on. We are asking
the City if the 2 hour restriction can now be lifted south of 149 N. Lemon to Chapman. This
will better serve our business and our neighbor who runs the auto repair shop to the South of
us.
We did have employees parking just North of 149 North Lemon and now they will not be able
to park there assuming the "permit A" will be approved at tonight's city council meeting.
Please advise if you need anything further from me. You mentioned that you'll be discussing
this issue in June.

7. DISCUSSION and BACKGROUND
This request is to provide 2-hour time limited parking for local businesses on North and South
Lemon Street durin� the construction of the Metrolink Parkin� Structw�e. Once work began at the
Lemon Street lot, and the lot was closed to public parking, the City received numerous requests
from area b�isinesses to encouraae on-sti•eet parking turnover through the postinQ of time limited
parkinQ.
Analysis
To help address parkina shortages in the area, Chapman University has provided nearly 200
spaces at Chapman facilities to replace the 172 spaccs inside the Lemon Street lot. In spite of the
available replacement parkin�, demand at the street level spiked siQnificantly since the start of
constr�lction. In consultation with the Ocange Police Department, Ciry Mana�er's office, and City
Attorney's office, staff issued a work or�icr to maximire the number of avail�ible spaces on
Maple Avenue and on the east side of North Lemon Street by eliminating some red painted curb.
Signage was installed to implement 2-h��ur time limited packing alon� the fronta�e of the
businesse5 along the east side of North L,emon Street and South Lemon Streel (see attached work
order exhibits). The 2-hour limitation is in effect from 9 a.m. to 9 p.m. to mirror most business
hours and allow overni�ht parkin� for nearby residents.
In order to address the urgent nature of the construction impacts to parkinb, the signage and curb
painting alonQ North Lemon Street, Sou�h Lemon Street, and Maple Avenue was completed on
Friday, At�gust 17`�'. The work order m<<de available an additional parking space along North
Lemon Street just north of Chapman Avenue ancl one parkina space on Maple Avenue just west
of North Lemon Street. Additionally, the car�o loading zone in front of 133 South Le�mon Street
was removed and 2-hour time limited parkina signs were installed on the east side of South
Lemon Street from the American Le�ion Hall at 143 South Lemon Street to the beginnina of the
residential area at l49 North Lemon Street.
Recommendation
The attached wock orders illustrate the chanbes that were installed. With the Traffic
Commission's conrurrence und approval, these on-street parking chanQes can remain for the
duration of the construction and be reviewed once constr��ction is complete. Staff is
rccommendinR appro��al of the work shown in work orders 12? and 124.
Residents and businesses within 300 feet of the st��dy area were notified of the Traffic
Commission Meetin�.
