1. SUBJECT
Request for a disabled parking space in front of 292 North Waverly Street.
2. SUMMARY
The requested blue curb is to provide the proponent with easier access to her front door.
3. RECOMMENDED ACTION
Approve the installation of twenty feet of blue curb in front of 292 North Waverly Street.
4. FISCAL IMPACT
The total expenditure for the project is $500 and will be funded in Minor Traffic Control
Devices (16302) through Traffic Improvement Measure M2 (263).

6. DISCUSSION AND BACKGROUND
This request is from Gale Buchanan for a disabled parking space in front of her home
located on the southwest corner of Waverly Street and Palm Avenue. The proponent's
residence has a driveway and garage located on Palm Avenue however, this provides a
more circuitous route into the house. Parking on Waverly Street provides a direct route to
the front door. There is a walkway leading front the curb to the front door which provides
a four foot wide concrete landing area in the parkway.
The proponent has noted that vehicles frequently park in the subject area forcing her to
park further away from her home. Mrs. Buchanan has mobility issues and parking a little
further away from her home creates a hardship for her.

Staff has visited the area several times and has not observed the issues that Mrs.
Buchanan noted, in her request. However, we have noted that in general parking demand
on this section of Waverly Street is very light and. the installation of. a disabled parking
space should not cause any undue hardship to.other residents in the area.
It should be noted that blue curb is still public parking and may be'utilized. by anyone with
a handicapped or, purple -heart designation on, their vehicle. The required four foot level
landing area in the parkway is already in place. Lastly, should the proponent no longer
have need of the blue curb they are to contact the Public Works Department so that it
may be removed:
Based on the field review it is staffs recommendation that the Traffic Commission
approve the request for.a'disabled parking space'in front of 292 North Waverly Street.
All residents living within 300 feet of the intersection were notified of the Traffic
Commission Meeting.
