SUBJECT Request for red curb markings at the driveway the serves 3947 East Palmyra Avenue. 2. SUMMARY This request is to provide better sight distance when the proponent is backing out of his driveway. 3. RECOMMENDED ACTION Approve the installation of 25 feet of red curb on the east side of the driveway. 4. FISCAL IMPACT The total expenditure for the project is $500 and will be funded in Minor Traffic Control Devices (16302) through Traffic Improvement Measure M2 (263). 5. DISCUSSION AND BACKGROUND Mr. Henry Ortiz is requesting the installation of 50 feet of red curb on the east side of his driveway to provide sight distance when backing out of his driveway onto Palmyra Avenue. According to the proponent, there is a high demand for parking along Palmyra Avenue in the evening and on weekends often vehicles park up to the subject driveway making it difficult.to see oncoming traffic when backing on to Palmyra Avenue. Palmyra Avenue is classified as a collector street in the study area. The area is residentially developed with single family homes on both sides of the street. There are several apartments located on Esplanade Street one block to the east of the study area. There is a short grade on this section of Palmyra Avenue and the subject driveway is located just below the crest of the grade which can impact sight distance as well. ITEM 1 1 04/10/2019 Mr. Ortiz's request would remove parking in front of his house as well as most of the parking in front of his neighbor's house at 4007 East Palmyra Avenue. The neighbor has also requested 23 feet of blue curb on the west side of his driveway (Item 2 on this agenda). If both requests were approved then three to four general use parking spaces would be removed which would be excessive in our opinion. According to our records there have been no reported accidents in the study area in the past three years. Staff has visited the subject area several times and has not observed any parking issues. However, the oil stains on the pavement in the study area are an indication of an ongoing parking problem. It is staff's opinion, based on our field observations, that 25 feet of red curb would be more appropriate. This would provide adequate sight distance for the proponent while preserving one to two parking spaces. Staff therefore recommends that the Traffic Commission approve the installation of 25 feet of red curb on the east side of the driveway serving 3947 East Palmyra Avenue.
