A request for the installation of a four -way stop control at the intersection of:Cambridge Street and Maple Avenue. 2. SUMMARY The requested - four -way stop control is to enhance traffic safety by assigning right-of way at the subject'intersection. 3. RECOMMENDED ACTION: - -: Approve -the installation the four -way stop control at the intersection of Cambridge: Street- and Maple Avenue. _. - - - . ...... . ... ...... 4. FISCAL IMPACT The total expenditure for the project is $ 1,000 and:will be funded in Minor Traff ic Control Devices (11 6302) through Traffic Improvement Measure M2 (263). 5. DISCUSSION AND BACKGROUND This request.is from Ms. Sue.Vaurs who is representing several residents of the, 100 and 200 blocks of : North Cambridge Street. The residents of the area have had several issues • : related to traffic on Cambridge Street. Staff has been working with - the. residents for a year and has addressed .all of their concerns with the exception of the installation of a four way stop at the subject intersection which requires action from the Traffic Commission. It should be noted that the subject intersection was evaluated in 1991, 1992 and 2002 for the: installation of a four -way stop - control. Pursuant : to this latest request from the neighborhood;-another traffic study was conducted at this location. The results are as follows:: ITEM 2 1 02/13/2019 Existinq Conditions The subject intersection has not changed since 2002. East —west traffic on Maple Avenue is still controlled by a two -way stop and there have been no changes to roadway alignment or striping. Accident History The accident history at the subject intersection was reviewed for the past three year period. Our records indicate that there have been seven accidents at the subject intersection in that period of time and are illustrated 'in the table below: Year No. of Accidents Right Angle Other Collision Type Inju 2016 5 4 1 2 2017 0 0 0 0 2018 2 2 0 2 The subject intersection averages 2.6 accidents per year; the majority of those reported accidents are right angle type accidents which are correctible by a four -way stop control. The minimum warrant for consideration of a four -way stop based on accident history is three correctible accidents in - a calendar year. Traffic Volume Characteristics - Turning movement counts were conducted at the subject intersection during the AM and PM peak traffic hours. There were a total of 564 vehicles entering the intersection from all approaches during the AM peak hour between 7:30 and 8:30 AM with a ratio of 3.7 to 1 and 631 vehicles were counted during the PM peak hour between 4:30 and 5:30 PM with a ratio of 4.5 to 1. The minimum traffic warrant for traffic volume is 250 vehicles and a ratio of not more than 3 to 1. The average delay for motorists entering Cambridge Street from Maple Avenue is approximately 16.5 seconds during the AM Peak Hour and 13.3 seconds during the PM Peak. Intersection Alignment and Design Cambridge Street and Maple Avenue intersect at a ninety degree angle with good sight distance for all approaches. Findings and Conclusions The intersection of Cambridge Street and Maple Avenue does not meet the minimum warrants for the installation of a four -way stop, however the accident history and traffic volume characteristics are within 70 percent of those two warrants. Furthermore, our observations indicate that traffic on Cambridge Street will not have excessive delays should a four -way stop control be installed at the subject intersection. Lastly, the majority of accidents at the subject intersection in the past five year period have been right angle accidents which is correctable by a four -way stop control. Recommendation Based on the results of this traffic study, it is staff's opinion that the installation of a four - way stop at the subject intersection would be prudent at this time. It is staff's recommendation that the request for a four -way stop control at the intersection of Cambridge Street and Maple Avenue be approved.
