The basis for. this . . request is to enhance: traffic safety. Pursuant to this request a traffic study conducted at -the: subject intersection. The results: areas follows: Existing Conditions Both Calle G range and Calle Baja, are. classified as residential roadways_ in_ the study area... Calle Grande::runs predominantly in a north -south direction curving to an east =west direction. in :proximity to. thesubject intersection. Calle Grande: :has a grade :of: 13% ITEM 1 02/13/2019 beginning at the top of the hill, a quarter mile south of the study area. The grade flattens to approximately 10% within the study area. There are several .horizontal curves on Calle Grande as well with radii averaging about 200 feet. Calle Grande terminates southerly of the: subject intersection at La Cumbre Drive and northerly at Chapman Avenue. North- south traffics: controlled .at both locations by one -way stops. The - posted speed limit on Calle Grande is 25, mile per hour. Calle Baja also runs in a north -south direction, terminating about 200 feet south .of the subject : intersection in a cul -de -sac. This street serves about nine. single family homes. Traffic on Calle :Baja. is controlled by a one -way stop at Calle Grande. On street parking is allowed on both streets, but demand is very low. Traffic Volume Characteristics AM and PM peak hour turn counts were conducted at the subject intersection as part of this study. Results of the counts indicate that the traffic volume is fairly light. A total of 52 vehicles were: counted entering the subject intersection from all approaches during the AM peak hour (7:30 =8:30 am) and 29 vehicles were counted entering the intersection - during the PM peak hour (4:30 -5:30 pm). Accident History. The accident.history at the, subject intersection. was evaluated for the past.. three year period. According to our records, there was one reported accident at the intersection in the time frame. The accident occurred on December 12, 2016 and involved a D.U:I. driver northbound on Calle Grande hitting two:parked vehicles also on Calle Grande. Intersection Geometry Due to the curvilinear nature of Calle Grande, sight distance for motorists exiting Calle Baja onto Calle Grande is somewhat limited. The measured sight distance from Calle Baja looking south on Calle Grande is 126 feet. The minimum sight distance prescribed in the.city's stop warrants for local streets is 175 feet. There appears - to_ be no reasonable .: . means of acquiring additional sight distance that would be less restrictive and less costly than a three -way stop. ITEM. 1 2 02/13/2019 Recommendation Based on the results of the traffic study and the intersection geometry, a three -way stop at the intersection of Calle Grande and Calle Baja is warranted. It is staff's recommendation that the Traffic Commission approve the request for a three -way stop at the subject intersection.
