I wish you every success in your new terms, for the best of our city. , I I was planning to attend tonight s meeting, but a last minute visit from out of state friends (Tennessee) is going to prevent that. I want to express my full support for the,parking permit program proposed on tonight's agenda. I have several friends in this neighborhood (including Gary Wann's mother, Dora) and they have expressed to me the burden that adjoining apartments are placing on their long-established neighborhood. Currently I have a listing in that neighborhood (724 N. Shirley, at the corner of Mayfair} and have personally observed apartment tenants (primarily from Rose Avenue) park near this home and walk over 2 blocks to Rose Avenue. I have worl<ed in this neighborhood for the over 30 years I've been selling real estate and i feel it has been steadily improving, especially in more recent years. But this worsening parking intrusion is going to have long term negative effects on the neighborhood's desirability, livability and property values. I also want to support a parking permit program that is 24 hours a day. Tenants from adjoining apartments need to know that they can't use the adjoining single family neighborhood as their parking lot— at any time of day. It seems it would be harder to enforce as well. Let the apartment owners figure out how to resolve this issue. SUBJECT Approve Resolution No. 11116. 2. SUMMARY A Resolution of the City Council of the City of Orange rescinding Resolution No. 10802, and adopting a Revised Master Resofution of. Permit Parking Areas within the City of Orange: _ 3. RECO.MMENDED ACTION Adopt Resolution No. 1111;6. 4. FISCAL IMPACT The total expenditure for the project is $5,600 and will be funded in Minor Traffic Control Devices (16302) through Traffic Improvement Measure M2 (263). 5. STRATEGIC PLAN GOALS Goal.1: Provide for a safe eommunity - b: Provide and.maintain infrastructure necessary to,ensure the safety of_the public. 6. DISCUSSION AND BACKGROUND Background Mr. Bob Guthrie of 651 North Highland Street submitted a request with a $1,000 deposit to initiate the process for neighborhood permit parking on February 2, 2018. Bob Guthrie lives.in the neighborhood that includes Nortfi Highland Street, East Mayfair Avenue; East Lomita Avenue, East Barkley Avenue., North Victoria Drive, North Russell Drive, North Shirley .Drive, and East Ros:e Drive. Upon submission of the application fee, Traffic Division staff initiated. the parking occupancy study to determine which streets met minimum eligibility under the program guidelines. ITElVi : � � 12/11/2018 � Existing Conditions Staff mapped and counted the number of legal parking spaces for each street in the study area. Because the demand for on-street parking was highest in the evenings, staff conducted the parking observations during those hours. Beginning at 5:30 p.m. and progressively later each night, staff made eight observations in the subject neighborhood, including one Sunday observation. The minimum level of parking occupancy established in the Permit Parking Resolution is 75%. The level of parking occupancy observed by staff for all the streets in the study area is 75.6%. Once the minimum parking demand threshold was met, the proponent provided staff with the remaining $1,500 application fee to cover the petition phase costs. A petition letter and a list of permit parking advantages and disadvantages were provided by the Traffic Division to Mr. Guthrie with instructions to make a good faith effort to contact all the addresses on the petition. Traffic Division staff also sent petition letters to all absentee property owners for the renter occupied properties under the policy guidelines. The table below show the results of the neighborhood polling. Affected Households in Households Unreturned Addresses Favor O osed 144 Total 109 10 25 Percenta e 75.7% 6.9% 17.4% For non-returned petitions, Traffic Division staff made a second attempt to notify the resident and nonresident property owners of the active permit parking petition process, and request the return of a completed petition to the City, which did garner further submissions. During public discussion the Traffic Commission Meeting in September, a total 33 speaker cards were submitted. Twenty people spoke in favor of the Parking Permit Program and nine spoke opposed to it. One person asked that the street sweeping day for Mayfair Avenue west of Tustin Street could be changed. Three people who submitted opposed of the Parking Permit Program and one was marked in favor. Analysis Staff has documented a consistently high demand for on-street parking in the subject area that becomes progressively greater through the evening hours. The level of parking demand exceeds the minimum requirements under the policies of the Neighborhood . Parking Permit Program. The subject neighborhood has met all requirements described in the Neighborhood Parking Permit Resolution and therefore qualifies for implementation of the permit parking program. The City Council may consider limited hours from 5:00 p.m. to 5:00 a.m. based upon the parking occupancy study results and as described in the Neighborhood Parking Permit Program Policy. This may maximize the benefits of permit parking to the applicant neighborhood while minimizing impacts to adjacent multi-family properties and would allow daytime parking for visitors, contractors, and other services to the neighborhood without requiring a permit from the property owner. The attached Neighborhood Parking Permit Program Implementation Policy suggests targeted hours as a way to balance competing parking needs. � ITEM ` � � �� 2 �. � 12/11/2018 Due to existing parking demand very much near saturation point, the permit parking program will help area residents within the permit area to be able to park closer to their homes and have more spaces available for their parking needs. It is staff's opinion that should parking permits be implemented in the subject neighborhood some of the residents of the apartments may find it more convenient to park their vehicles in their apartment complex. Some residents may also find parking in the neighborhood on the west side of Tustin Street primarily Lincoln Street and Mayfair Avenue. Staff anticipates that we will know within a year if the parking demand on the west side of Tustin Street increases to the point where the residents in the Lincoln Street area will be requesting a parking permit program in their own neighborhood. Obtaining Parking Permits Residents will obtain their parking permits from the Traffic Bureau of the Police Department. Issuance of permits is based on Housing density and is explained in the table below. Visitor permits are included in the number of permits available to each household. A letter will be sent to each household providing instruction for obtaining permits. Consideration of limited hours from 5:00 p.m. to 5:00 a.m. as recommended in the Implementation Policy. On-street parking on the sections of East Lomita and East Rose Avenues not noted above will remain unrestricted. I have lived here in Orange for 29 Years, after servicing 8 years in the Marine Corp I fell in love with the city and have raised my family here. My wife and I have even opened a Mortgage and Real Estate company within the city. The problem is a parking issue within this neighborhood, due to an apartment complex ' around the corner. They at one time had open parking stalls and now they have placed garage doors on the car port stalls, so the occupants are not using the stalls for parking. We the home owners are now dealing with the parking over flow, It has gotten to the point that we have seen cars with vandalized broken windows and flat tires, Police records should show that. It has also become so bad that it has become a safety issue for my wife and niece to walk the streets at night after coming home from a long day or night at work. They are unable to find parking close to the house. This is not right. I have viewed on the City of Orange web site that we have a Neighborhood parking permit program. But I did not find the application forms or who to send in to, that is why I have sent this to you. I have already started talking to all the neighbors so I know we can get the majority rule. The Neighborhood Parking Permit Program allows the residents of a candidate neighborhood the ability to park within a reasonable distance to their homes. 2. The Parking Permits will reduce the level of parking demand on residential streets that is being generated by sources outside of the neighborhood. 3. Parking permits are good for three (3) years. 4. Participation in the permit program is voluntary. However, all non-permitted vehicles must be parked off street. 5. Temporary (one-day) visitor parking permits may be obtained for special occasions from the Police Department (Monday thru Thursday during business hours, no exceptions). 6. Permit areas are enforceable seven (7) days a week, including holidays and weekends. 7. Vehicles with disabled placards are exempt in permit parking areas. Disadvanta�es 1. Only single- family residences and duplexes (two units on one lot) are qualified for this program. • The Traffic Engineering Division shall determine the boundaries of the permit area for each request. • Since Permit Parking Areas benefit certain residents, and not the general public, a "Permit Parking Program Application Fee" $2500.00 shall be paid by the proponent(s) of each new or additional permit area, for consideration of the implementation of permit parking. In addition as part of the city notification practice, all residents and businesses within a minimum 300 feet radius of the area will be notified of the meeting 10 days prior to the meeting. The notification area may be expanded to include more properties in proximity to the proposed permit area that receive direct benefit from the availability of on-street parking within the proposed permit parking zone. • If the Traffic Commission approves the request, it is then forwarded to the City Council for final approval.
