6. DISCUSSION AND BACKGROUND
The City requires constant cqVerage for tire replacement for its emergency: services

vehicles. The annual cost in total is .approximately. $80,000 for.,tire purchases and
roadside services from the three suppliers noted below.
The purchase.agreements are inforrnally bid to local suppliers each-year and �he three
lowest priced suppliers are used. Currently these suppliers are Daniel's Tire, Parkhouse
Tire, and Fete's Road Serviee.. All three suppliers provide us with General Services
Administration (GSA) government.pricing.

Of the three suppliers, only Pete's Road Service, Inc. supplies both tires and 24-hour
emergency tire service for the full range of tires used by the City's fleet, including large
fire apparatus. Pete's Road Service has eleven Southern California locations with service
trucks. The closest locations are located in Fullerton and Santa Ana, which puts their
normal response time within �wo hours.
In the interests of maintenance efficiency, staff requests the Council authorize the
standardization of Pete's Roadside Service, Inc. as the sole source vendor for tire
purchases and emergency roadside assistance for city fleet vehicles. Staff has
researched available competitive options and, with the approval of the City Manager,
certifies this one vendor is the only one able to supply the materials within the timeframe
and/or under the terms and conditions which reasonably meet the needs of the Public
Works department.
