DISCUSSION AND BACKGROUND The Public Works Department has completed the preparation of plans and specifications for the Orange Police Headquarters and Water Yard Admin Building Roof Coating Project, located at 1107 North Batavia Street and 189 South V1later Street, respectively, and is requesting authorization from the City Council to advertise and receive public bids. The Citywide Facilities Conditions Assessment (FCA) report was completed in October 2016 and identified Critical (Priority 1) projects. This project addresses the reroofing component of the FCA. In addition to the FCA recommendations, there have been isolated leaks reported in the built-up roof that have been locally patched many times in the past. This project will apply a minimum of 1.5" of Polyurethane foam coating over the existing roofing system. This alternative is a cost effective solution in lieu of a complete removal and replacement of the existing roof system. This application will extend the expected service life of the roof by a minimum of ten years. , The total estimated construction cost including 15% for contingencies and construction engineering is $225,750. Upon receipt of public bids, staff will return to the City Council and recommend any funding adjustments and award of contracts based on the outcome of the public bid. Construction is scheduled to begin in February 2019 and is expected to be completed within.45 calendar days, weather permitting. The proposed project is categorically exempt from the provisions of .the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities" Class 1 (c). The CEQA Notice of Exemption will be filed with the County � Recorder's �Office upon Council''s approval of the plans and specifications. Plans, specifications, and cost estimates are available for review in the Public Works Department. 7. (C2500.M) NOTE:Mayor Murphy recorded an abstention due to a potential conflict with employment. ACTION: 1) Approved the purchase of two, heavy duty trucks with service bodies and cranes from Ford of Orange in the amount of$273,383; 2)Authorized Fleet Services staff to outfit the units with amber warning lights for a total cost of$8,000; and 3) Authorized the City Manager to surplus the replaced vehicles.
