7. DISCUSSION and BACKGROUND
In May of this year, the Traffic Commission heard a request for the installation of a traffic signal
at the intersection of South Glassell Street and Palmyra Avenue. The Traffic. Commission, based
on input from staff and the public, directed staff to lengthen the red curb on South Glassell Street
north of Palmyra Avenue to improve sight distance and to report back to the Traffic Commission
in May of 2020. The additional red curb was painted on South Glassell Street around May 29.
Recent Accident History
Since the red curb was painted there has been one reported accident and at least two others that
were relayed to staff by area residents which were not reported to the Police Department. This
brings the number of reported accidents at the subject intersection to five so far in this calendar
year.
Funding Request
In July staff applied for funding to signalize South Glassell Street and Palmyra Avenue through
the state's Highway Safety Improvement Program (HSIP). Sometime in January of 2019, the
state will notify the city if the application has been approved. However, it should be noted that if
funding for the traffic signal is approved, construction will not begin until the year 2021, three
years from now.
Recommendation
The history of the subject intersection has shown that the majority of accidents that occur are
right angle type accidents. In order to reduce the number of accidents that occur at this
intersection in the interim staff recommends that the Traffic Commission approve the removal of
the left -turn and through moves from east and west bound Palmyra Avenue at South Glassell
Street on a and
basis. The turn diverters would be removed once the traffic signal is
constructed. If funding for the signal is denied then the turn diverters could be made permanent.
The proponent and all residents and businesses within 300 feet of the study area were notified
prior to the Traffic Commission Meeting.
