7. DISCUSSION and BACKGROUND
This request for red curb is from Bee Thompson at 634 North Glassell Street. The reason for the
request is to provide better sight distance when backing out of her driveway onto Glassell Street.
Existing Conditions
Glassell Street has a curb to curb width of 40 feet in the study area and is classified as a primary
arterial. The average daily traffic
volume on this segment of Glassell
Street is 16,300 vehicles. The
posted speed limit is 35 MPH. The
proponent's driveway is 17 feet in
width with space for two vehicles
to park on the north side of the
subject driveway. There is a high
demand for on- street parking on
both sides of Glassell Street in the
area. Frequently, vehicles park up
to the proponent's drive approach,
making is very difficult to see on-
coming traffic when she is backing
out onto Glassell Street as
illustrated in the photo at right.
Accident History
According to our records, there have not been any reported accidents involving parked vehicles
or vehicles backing out of driveways in the area in the past year.
Analysis
There are several driveways in the study area that have red curb that was approved for similar
reasons as the proponent's. Staff has visited the area several times and found a vehicle parked
adjacent to the subject driveway most of the time. This appears to be a consistent problem that
requires a more restrictive solution.
Recommendation
Based on the results of this investigation, staff finds that the proponent's request has merit and
recommends that the Traffic Commission approve the installation of 34 feet of red curb on the
north side of the driveway that serves the residents of 634 and 636 North Glassell Street.
The proponent and all residents and businesses within 300 feet of the study area were notified of
the Traffic Commission Meeting.
