SUMMARY Old Towne West/Metrolirik Parking Structure (Structure) construction is moving towards completion. Parking Management and Maintenance Plans have been drafted to anticipate the opening of the Structure. These plans will be the City's roadmap to creating operating policies � for the Structure, and ensuring.that the Structure is properly maintained. 3. GENERAL PLAN IMPLEMENTATION Economic DeveloAment Goal 2.0: Cultivate a business environment that is conducive and appealing to the commercial and retail industry, including smaller entrepreneurs. Policy 2.4: Maintain adequate infrastructure, transportation system, and physical conditions that encourage retailers to invest in the City. Economic Develonment Goal 6.0: Provide sufficient infrastructure to support anticipated economic development and growth. Policy 6.1: Provide and maintain infrastructure adequate to support growth and expansion of commercial, industrial, and institutional areas, including water, sewer, streets, curbs, gutters, sidewalks, storm drains, access, and parking improvements. 7. DISCUSSION and BACKGROUND BACKGROUND The Structure's Parking Management and Maintenance Plans were finalized in September 2018. The development of these plans were a requirement of the funding sources used to build the Structure, as well as a best practice to ensure that the Structure is used to its highest capacity, and maintained for its useful life span. The Structure has 608 spaces on five levels, and is located on Lemon Street between Chapman Avenue and Maple Avenue. The Structure is intended to provide parking for patrons of the Orange Transit Center as well as to serve downtown businesses. DISCUSSION Parking Management Plan The Parking Management Plan outlines the operating rules for the Structure, how the Structure will allocate parking to different use types, and the criteria for making any future modifications in the operation of the Structure. The Structure will have two main types of parking use: transit priority use, and downtown use. The majority of the parking spaces will be allocated for transit patrons. Other than being available for use during the hours of operation from 4:00 a.m. to 12 midnight, the transit spaces will not have time limits. After 9:00 a.m., unused transit parking is available for parking by the general public, specifically parking on the two underground levels and two upper levels. Also, the Parking Management Plan allocates 100 spaces for downtown business use. These spaces will be restricted to a three-hour time limit, and are located mostly on the ground level of the Structure with a few spaces on the second level. Currently, there is no charge for paxking. However, Council may consider charging for parking in the future, including the Orange International Street Fair as a means to recover operating costs for the structure. While the Parking Management Plan establishes operating guidelines for the Structure, modifications will be necessary to Chapter 10 of the Orange Municipal Code to codify some of the operating rules, primarily for parking enforcement purposes. The City intends to enforce parking time restrictions and hours of operation to maintain an orderly balance between transit and downtown use. The modifications to the Municipal Code include: ITEM 2 11/13/18 1. Time limited parking for the Structure; , 2. No Overnight Parking Regulations in the Structure, and; 3. Enforcement Guidelines for unauthorized parking in the Structure (i.e., not parking in a designated stall). We anticipate that these amendments to the Code will be brought before the Council for consideration in December. Maintenance Plan The Structure requires routine maintenance for preservation. The Maintenance Plan aims to reduce weatherization from extreme temperature changes, rain, road grime, and dampness while being fiscally efficient. A matrix of tasks is provided to indicate the frequency and level of importance for maintenance items to be performed. The Maintenance Plan also provides for regular review of its effectiveness to ensure relevance to conditions at the Structure. While there is currently no fiscal impact, the annual maintenance cost is estimated to be nearly $100,000. In future years, subsequent funding will be included in the Public Works operating budget. The objective of the Maintenance Plan is to create a program of regular and periodic maintenance policies to ensure the safe and efficient operation of the Structure. The Public Works Department is responsible for the overall implementation of the Maintenance Plan and coordinating with other City Departments. 8.
