Request for the installation of red curb markings in front of Lotus Wellness Center at 900 East
Lincoln Avenue.
2. SUMMARY
The request is to paint red curb between the two driveways that serve the Wellness Center for
sight distance purposes.
3. RECOMMENDED
Approve the installation of 18 feet of red curb at both driveways serving the Wellness
Center.

7. DISCUSSION and BACKGROUND
This request is from Chelsea M. of the Lotus Wellness Center located at 900 East Lincoln
Avenue. The reason for the request is to enhance sight distance for clients and employees of the
Wellness Center when exiting the parking lots onto Lincoln Avenue.
Existing Conditions
Lincoln Avenue is classified as a major arterial roadway in the study area. There are two travel
lanes for each direction and a striped center median. The posted speed limit on Lincoln Avenue is
45 MPH. The average daily traffic volume (ADT) on this segment of Lincoln Avenue is 22,000
vehicles. On- street parking is allowed on both sides of Lincoln Avenue except where marked by
red curb.
In September of 2004, the Traffic Commission approved the installation of 50 feet of green curb
in front of the Wellness Center. In June of 2010, the Traffic Commission approved the removal
of the green curb. Staff has attached a copy of both reports.
Accident History
The proponent has claimed that there have been several accidents at the subject driveway in the
past few years. Our records indicate that there have been two accidents in proximity to Olive
Avenue located approximately 230 feet west of the subject address. The accidents are shown on
the attached area map. The last reported accident occurred on December 5, 2015.
Analysis
There are two driveways approximately 56 feet apart
that serve the subject address. The easterly driveway
serves the main parking lot; the westerly driveway is
shared by the Wellness Center and a strip mall. In
general, on -street parking in the area appears to be
light; however, sight distance can be obstructed when
vehicles park too close to either driveway as illustrated
in the photo at right. Some red curb could be painted at
both driveways to enhance sight distance while leaving
a curbside parking space.
Recommendation
Based on our field review, staff finds that the red curb request is in an area of East Lincoln
Avenue with high traffic volumes, high speed, and a horizontal curve. Adding the red curb could
improve sight distance for vehicles exiting the driveways under these conditions. Staff
recommends that the Traffic Commission approve the installation of 18 feet of red curb at both
driveways that serve 900 East Lincoln Avenue as shown in the attached site sketch.
The proponent and all residents and businesses within 300 feet of the study area were notified of
the Traffic Commission Meeting.
