SUBJECT Request for the installation of red curb markings at the intersection of North Main Street and West Braden Court and at the driveways on North Main Street and West Braden Court that serve 1337 West Braden Court. 2. SUMMARY The request is to enhance sight distance at the subject intersection and the two driveways serving 1337 West Braden Court. 3. RECOMMENDED 1) Approve the installation of red curb on North Main Street at West Braden Court; and 2) Deny the installation of red curb at both driveways. 4. FISCAL IMPACT None 5. STRATEGIC PLAN GOAL(S) 1.5 Provide and maintain infrastructure necessary to ensure the safety of the public. 6. GENERAL PLAN IMPLEMENTATION Growth Management Goal 1.0 Reduce traffic congestion within the City. Policy 1.10: Apply traffic calming measures, where appropriate, to residential neighborhoods affected by cut - through traffic in accordance with the City's Residential Neighborhood Traffic Management Program. ITEM 1 May 9, 2018 1 7. DISCUSSION and BACKGROUND Mr. Mark Johnson C.B.O. of WARCO at 1337 West Braden Court is requesting red curb to provide sight distance at the intersection of North Main Street and West Braden Court and for the two driveways that serve his business. Existine Conditions North Main Street is classified as a major arterial road in the study area. It has a curb to curb width of 66 feet. North Main Street is striped with two travel lanes in each direction and a ten - foot center median. On- street parking is allowed on this section of North Main Street however, in general is lightly used. The posted speed limit on this section of North Main Street is 40 MPH and the average Daily traffic volume is 17,000 vehicles. West Braden Court is a cul -de -sac street with several businesses having access along the north side of the street. On- street parking is allowed on both sides of West Braden Court and is in high demand throughout the day. Since it is a cul -de -sac traffic volume and vehicle speeds are much lower than North Main Street. There is an ambulance company at the end of West Braden Court. It has been reported they conduct training for their personnel approximately once per month. When this occurs, the demand for on- street parking increases substantially both on West Braden Court and out onto North Main Street. Analysis The proponent's business is located at the northwest corner of the North Main Street and West Braden Court. The driveways that serve the property are located 170 feet north of West Braden Court on North Main Street and 230 feet west of North Main Street on West Braden Court. Because the lower speeds and low volume, the proponent and his employees can exit the West Braden Court driveway reasonably safely. A five -year accident history indicates no reportable accidents at these locations. The subject intersection is another matter however, because West Braden Court is a cul -de -sac street and the only ingress egress onto North Main Street for most of the businesses. It is a priority to provide adequate sight distance at the intersection. Recommendation Based on staff's findings we therefore recommend that the Traffic Commission approve the installation of 45 feet of red curb on North Main Street north of West Braden Court and 10 feet on the south side of West Braden Court as illustrated in the attached site sketch. 2 Staff also recommends that the Traffic Commission deny the installation of red curb for either of the driveways serving 1337 West Braden Court since acceptable alternatives to enter and exit the property already exist and parking is at a premium in this area. Existing red curb designations along Main Street are predominately recommended at driveways utilized for commercial truck access or where a documented accident history has occurred. The proponent and all residents and businesses within 300 feet of the study area were notified of the Traffic Commission Meeting. 8. The building's parking lot has a driveway on Main Street and a driveway on Braden Court. Parked cars on either side of these driveways create a significant safety issue as our employees attempt to exit onto Main Street or onto Braden Court as does attempting a left or right entry turn onto Main Street from Braden Court. The line of sight is obstructed by the parked cars, making it difficult to see opposing traffic. This letter is a request for the installation of red curb markings for the driveways serving this address as well as red curb markings for a portion of the Main Street curb on the northwest corner of Main Street and Braden Court.
