SUBJECT Request for 1 -hour parking restrictions on North Shattuck Place and East Mayfair Avenue at the International Christian Montessori Academy at 1539 East Mayfair Avenue. 2. SUMMARY The request is to provide short term parking for parents to utilize as a drop off /pick up area in front of the school. 3. RECOMMENDED Approve the installation of "1- HOUR" parking signs on the west side of North Shattuck Place between the school's property line and East Mayfair Avenue. 4. FISCAL IMPACT Funds are available in the following account: 262.5032.56100.16302 Traffic Control Devices 5. STRATEGIC PLAN GOAL(S) 1.5 Provide and maintain infrastructure necessary to ensure the safety of the public. 6. GENERAL PLAN IMPLEMENTATION Growth Management Goal 1.0 Reduce traffic congestion within the City. Policy 1.10: Apply traffic calming measures, where appropriate, to residential neighborhoods affected by cut - through traffic in accordance with the City's Residential Neighborhood Traffic Management Program. ITEM 4 February 14, 2018 1 7. DISCUSSION and BACKGROUND This request is from Inayat Bergum and Lynn Lane, owners of the Montessori Academy at 1539 East Mayfair Avenue. The reason for the request is to provide some short term parking adjacent to the school so parents can conveniently drop off and pick up their children. Existing Condition The school is located at the northwest corner of North Shattuck Place and East Mayfair Avenue. There are commercial malls located on the south side of East Mayfair Avenue and on the east side of North Shattuck Place. There are also a number of apartment units on North Shattuck Place. The school has nine marked parking spaces off of the private alley it shares with the apartments on North Shattuck Place. There are four curb side parking spaces on East Mayfair Avenue adjacent to the school and three to four parking spaces along the North Shattuck Place frontage. The proponents have noted that recently there has been an increase in the number of vehicles parking adjacent to the school all day, forcing parents to find alternative parking elsewhere in the neighborhood. Staff made several observations in the area as part of this request. While curb frontage adjacent to the school was never completely parked, some vehicles were observed parked in front of the school all day. Furthermore, there is some construction work occurring at the rear of the shopping center at the northeast corner of North Shattuck Place and East Mayfair Avenue. This has temporarily removed parking spaces from the business's rear parking lot and from North Shattuck Place as well. The loss of parking across the street may be contributing to the parking issues in front of the school. Analysis There is 3 -hour time limited parking on North Shattuck Place adjacent to the church at 840 North Shattuck Place and the business center across the street at 853 North Shattuck Place. While there is precedent for the implementation of time limited parking in the area, the parking study conducted by Traffic Division staff indicates the proponents are asking for more time limited parking than the level of parking demand that was observed. Based upon these observations, 52 feet (two parking spaces) on North Shattuck Place is likely adequate and is adjacent to the school's disabled access. However, should the proponent wish for the 90 feet (four parking spaces) along the school's East Mayfair Avenue frontage in lieu of the North Shattuck Place parking, staff would recommend "1 -HOUR Parking" at this location since this is adjacent to the school's main entrance. Based on the parking study observations, both locations are not needed. One -hour time limited parking is enforceable from 7:00 AM to 6:00 PM, except Sundays and Holidays, per O.M.C. 10.26.010, section `D'. The requested time limited parking will not reduce available overnight parking for residential properties in the area. 2 Recommendation Based the approval of similar requests in the area, and the documented need for turn over parking along the frontage of the school, staff recommends that the Traffic Commission approve the installation of "1- HOUR" parking signs on the west side of North Shattuck Place between the school's property line and East Mayfair Avenue. The proponent and all residents and businesses within 300 feet of the study area were notified of the Traffic Commission Meeting. 8.
