7. DISCUSSION and BACKGROUND
This request is from Ms. Madhuri Fernado, Director of the Early Childhood Montessori School at
2237 North Orange -Olive Road. The reason for the request is to provide additional sight distance
for the parents and staff that exit the school parking lot onto North Orange -Olive Road. The
preschool is located next door to the subject driveway.
Existing Condition
North Orange -Olive Road is classified as a four lane secondary arterial road. The posted speed is
45 MPH and the average daily traffic volume of 8,900 vehicles. Parking is allowed on the west
side of North Orange -Olive Road in the area. There is 22 feet of red curb on the south side of the
preschool driveway and another 31 feet of no parking for the driveway serving the 2233/2231
North Orange -Olive Road providing at total of 53 feet of sight distance. The city's intersection
sight distance ordinance would proscribe 50 feet of red curb for a 45 MPH road.
Analysis
Generally, parking demand is fairly light in the area; however, when vehicles are parked adjacent
to the driveway serving 2233/2231 North Orange -Olive Road, sight distance is somewhat
restricted for motorists exiting the preschool as well as for the residents of the duplex.
To further enhance the existing site distance, an additional 20 feet of red curb could be painted
on the south side of the driveway serving the duplexes at 2233/2231 North Orange -Olive Road.
This will assist motorists exiting the preschool while providing some improved sight distance for
the duplex as well. The addition of 20 feet red curb will result in the removal of one parking
space. There currently exists 83 feet of available on- street parking south of the duplexes, the loss
of one parking space would leave three on- street spaces for the use by duplex occupants.
Recommendation
Based on the field review, the addition of 20 feet of red curb to the existing 53 feet would
increase site distance for both the residents of the duplex and the motorists exiting the preschool;
however, with no accidents reported at this location, and the loss of a parking space if
implemented, staff does not recommend that the Traffic Commission approve the installation of
an additional 20 feet of red curb. The occupants and owners of the duplex units were notified of
this item on the City Traffic Commission agenda.
The proponent and all residents and businesses within 300 feet of the study area were notified of
the Traffic Commission Meeting.
