SUBJECT Follow -up report regarding the request to modify certain red curb segments, provide additional on- street parking, and to install 2 -hour time limited parking on the east side of Lemon Street between Maple and Almond Avenues. 2. SUMMARY This item is continued from the October I1 Traffic Commission Meeting so that public comments about the new parking restrictions could be addressed by staff. 3. Policy 1.10: Apply traffic calming measures, where appropriate, to residential neighborhoods affected by cut - through traffic in accordance with the City's Residential Neighborhood Traffic Management Program. ITEM 1 February 14, 2018 1 7. DISCUSSION and BACKGROUND This item is continued from the October I P Traffic Commission Meeting. Staff has implemented changes to the parking restrictions as directed by the Traffic Commission and posted the 2 -hour time limited parking to end at 6:00 PM rather than 9:00 PM. Additionally, the street sweeping signs were removed from Lemon Street, north of Chapman Avenue. Bomel, the contractor for the Metrolink Parking Structure Project, has agreed to allow their street sweeper to sweep both sides of Lemon Street between Chapman and Maple Avenues as it passes along the street. This will allow residents an opportunity to remain parked on the street overnight and past 7 AM on Wednesday mornings. Analysis After the changes to the parking restrictions were implemented, staff began reaching out to those residents and businesses that spoke at the October 11 Traffic Commission meeting to get their feedback and input. From the October 11 meeting, five speaker cards were submitted and staff was successful in reaching four of the speakers for this follow -up report. In general, the residents living along North Lemon Street felt there was an acceptable level of improvement to their parking situation as the result of the changes, while the business owners that spoke at the meeting felt the situation remained inconvenient for their operation. Specifically at issue for the businesses was the implementation of the 2 -hour time limited parking. The City has received positive feedback from other Lemon Street businesses that did not attend the Traffic Commission meeting in October supporting the 2 -hour time limited parking. A consensus for the 2 -hour time limited parking has not been reached. Recommendation Based upon feedback received by staff, the time limited parking restrictions and changes may have benefited some more than others, but seem to be mostly equitable for area residents and business owners during the construction phase of the Metrolink Parking Structure Project. Once construction is complete this fall, the Traffic Commission may wish to consider revisiting the 2- hour time limited parking. Available parking in the immediate area will dramatically increase as soon as the structure is opened to the public and should alleviate most parking concerns. Staff recommends that the Traffic Commission receive and file this report. Residents and businesses within 300 feet of the study area were notified of the Traffic Commission Meeting. 8.
