SR - RES-11047 - GROUND AMBULANCE TRANSPORTATION RATES ADJUSTMENT1. SUBJECT Resolution No. 11047 — A Resolution of the City Council of the City of Orange amending the Master Schedule of Fees and Charges to adjust Ground Ambulance Transportation Rates. 2. SUMMARY Emergency Ground Ambulance Transportation rates for Orange have been kept consistent with those approved by the Orange County Board of Supervisors. The proposed rates reflect a 12 % increase for Orange. Staff recommends City Council take similar action approving rates for the City of Orange effective January 1, 2018. This fee increase will not affect a resident who subscribes to the voluntary Paramedic Subscription Program ($48 /year). 3. RECOMMENDED ACTION Adopt Resolution No. 11047. 4. FISCAL IMPACT The ground ambulance transportation rate changes will result in an approximate increase of $453,678.91 in additional revenue to the Emergency Transport Program Fund (125). 5. DISCUSSION and BACKGROUND Specific charges relative to emergency ground ambulance transportation by private ambulance service providers are determined by a resolution set forth by the County of Orange Board of Supervisors (BOS). New rates for ambulance transport specific fees have recently been approved by the BOS. As with other EMS providers within the county, our operating costs continue to rise. This rate increase will help offset rising operational costs. The Fire Department recommends updating our transport fees to remain consistent with the fees being charged for ambulance transportation by providers throughout Orange County. EMS Policy 714.00: Maximum Emergency Ground Ambulance Rates • Resolution No. 11047 ITEM 2 12/12/17 RESOLUTION NO. 11047 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE AMENDING THE MASTER SCHEDULE OF FEES AND CHARGES TO ADJUST EMERGENCY MEDICAL SERVICES AND GROUND AMBULANCE TRANSPORTATION RATES. WHEREAS, pursuant to Chapter 3.10 of the Orange Municipal Code, the City Council has established and maintained a Master Schedule of Fees and Charges, consisting of fees and charges for services provided by the City to persons using such services; and WHEREAS, in accordance with Chapter 3.10 of the Orange Municipal Code, the Master Schedule of Fees and Charges has been periodically amended and revised from time to time by the City Council, the last time being December 8, 2015, when Resolution No. 10912 was adopted by the City Council; and WHEREAS, the City Council hereby finds and determines that the Master Schedule of Fees and Charges should be amended, in part, in order to reflect the true cost of services provided by the City in connection with emergency medical services and ground ambulance transportation services and to conform to the same rate structure recently adopted by the Board of Supervisors of the County of Orange. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Orange as follows: 1. The foregoing recitals are true and correct. 2. The Master Schedule of Fees and Charges is hereby amended and Attachment A to this Resolution is hereby adopted, modifying the Master Schedule of Fees and Charges to provide for the inclusion of the amounts of the various fees for emergency ground ambulance transportation services chargeable by the City of Orange, as more particularly described in Attachment A 3. The City Council finds that the fees set forth in Attachment A do not exceed the reasonable costs of services provided by the City in connection with the provision of emergency ground ambulance transportation services. 4. The fees listed in Attachment A shall be effective as of and including January 1, 2018. 5. If the fees set forth in this Resolution or the application thereof to any person or circumstance is held to be unconstitutional or otherwise invalid by any court of competent jurisdiction, such invalidity shall not affect any other fee, charge, or rate, or application thereof, which can be implemented without the invalid fee, charge, or rate, or application thereof, and to this end the fees, charges and rates of this Resolution are declared to be severable.
