Bid No. 178 -19; Approval of Plans, Specifications, and Estimates (PS &E) and request
authorization to advertise for construction bids for the intersection of Chapman Avenue and
Lemon Street Traffic Signal Improvements Project (SP- 4013).
2. SUMMARY
The PS &E for the traffic signal improvements at the intersection of Chapman Avenue and
Lemon Street have been completed. The project is ready to be advertised for construction bids.
The total estimated construction costs including contingencies and construction engineering is
$385,000.
3. RECOMMENDED ACTION
Approve the PS &E and authorize advertising for construction bids for the Chapman Avenue and
Lemon Street Traffic Signalization Improvements Project.

1 6. GENERAL PLAN IMPLEMENTATION
Circulation & Mobility 1.0 Provide a safe, efficient, and comprehensive circulation system
that serves local needs, meets forecasted demands, and sustains quality of life in neighborhoods.
Policy 1.1: Plan, build, and maintain an integrated, hierarchical, and multi -modal system of
roadways, pedestrian walkways, and bicycle paths throughout the City.
Policy 1.2: Identify key intersections and streets with historical or projected traffic congestion
problems and apply creative traffic management measures to improve overall circulation.
7. DISCUSSION and BACKGROUND
The traffic signal at the intersection of Chapman Avenue and Lemon Street was originally
constructed before 1985. The traffic signal has gone through piecemeal modifications through the
years, but has now become outdated and requires much needed upgrade to achieve a smoother
intersection operation and enhance vehicular and pedestrian safety.
In August 2017, the City retained the services of KOA Corporation to update the PS &E for the
proposed improvements. The PS &E is now complete and the project is ready for advertisement.
The total estimated construction cost, including contingencies (10 %) and construction
engineering (5 %), is $385,000.
The traffic signal improvements will allow for a protected - permissive left turn phasing operation
for the Chapman Avenue east -west approaches. The Lemon Street north -south approaches left
turn movement will remain in a permissive condition. The proposed left turn phasing will
enhance vehicular and pedestrian safety with the anticipated increase in traffic volume after the
construction of the Metrolink Parking Structure.
The construction of the traffic signal improvements features decorative traffic signal poles
consistent with the standards of the Old Towne Master Plan of Lighting. The scope of work
includes relocation of controller and cabinet; installation of service, CCTV camera, emergency
vehicle preemption, vehicle video detections, accessible pedestrian signals, LED luminaires,
vehicle and pedestrian signal heads, street name signs, and ADA- compliant sidewalk access
ramps.
The project is categorically exempt from the provisions of the 2016 CEQA Guidelines under
Article 19. "Categorical Exemptions ", Section 15301 "Existing Facilities ", classifies this project
as Class 1 (c) "Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails,
and similar facilities." This categorical exemption applies to projects that involves negligible or
no expansion of an existing use. The Notice of Exemption will be filed with the County of
Orange upon approval of the PS &E.
Construction is anticipated to start by the summer of 2018 and is expected to be completed in 60
working days in time for the opening of the Metrolink Parking Structure.
