The Orange Police Department uses private towing companies for the removal, storage and
impound of vehicles during the course of business. Individual companies are qualified according
to the Agreement and Department Order #504 and contracts are to be maintained pursuant to the
Department Order.
The current agreement with the contracted towing companies will be valid until July 12, 2019.
One towing company has undergone change of ownership. The current agreement with California
Coach Towing of Orange, Inc. needs to be assigned to the new owner, Bahaeddin Hassan.
13. RECOMMENDATION
Authorize the Mayor and the City Clerk to execute assignment between the City and California
Coach Towing of Orange, Inc., on behalf of the City.

There is no fiscal impact for services provided for non -City owned vehicles.

Policy 6.1: Provide the Police Department with adequate personnel, equipment and state- of -the-
art technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
17. DISCUSSION and BACKGROUND
The Official Police Towing and Storage Agreement outlines the equipment, vehicle and
performance requirements for those companies who desire to contract with the City to provide
towing and storage services. The Agreement also provides for oversight of the services provided
and fees charged for services, including insurance and indemnification of the City, as well as
provisions for the review and investigation of complaints, and suspension or termination of
individual agreements.
California Coach Towing of Orange, Inc. is under contract and in good standing as an official
police towing service provider. The towing agreement needs to be assigned for the remainder of
the contracted period, to reflect the change in ownership.
