7. DISCUSSION and BACKGROUND
There continues to be a need to utilize the services of professional consultants to assist staff with
the plan review and inspection of structures for compliance with local ordinances and State laws
pertaining to the building code. The Building Division has one vacant Combination Building
Inspector position, one Combination Building Inspector on extended leave, and one vacant Plan
Check Engineer position, and recruitments are underway for both vacant positions. The City
conducted a recruitment for Combination Building Inspector earlier this year to fill two vacant
positions however, the recruitment yielded only one suitable candidate.
In addition to the staff vacancies, the City is experiencing a high volume of development activity
that has increased the number of inspection requests to near record levels. The proposed
agreements with The Code Group, Inc. and Behrouz Azarvand will assist during this busy period
while the Building Division is not fully staffed. Staff recommends approval of the consultant
services agreements with The Code Group, Inc. and Behrouz Azarvand.
