SR - AGR-6459.A CODE GRP - PLAN REVIEW AND FIELD INSPECTION SERVICES1. SUBJECT Consultant services agreements with The Code Group, Inc. and Behrouz Azarvand, to provide plan review and field inspection services for the Building Division of the Community Development Department. 2. SUMMARY A primary goal of the Community Development Department is to provide transparent, timely, and exemplary service to the community and those involved in the construction trade. Currently, the Building Division has one vacant Combination Building Inspector position, one Combination Building Inspector on extended leave, and one vacant Plan Check Engineer position, and is experiencing an elevated number of inspection requests. These two agreements will continue to augment our existing staff with the use of professional consultants for the next few months, while maintaining service levels. 3. RECOMMENDATION 1. Approve and authorize the Mayor and City Clerk to execute a consultant services agreement with The Code Group, Inc., in the amount of $180,000. 2. Approve and authorize the Mayor and City Clerk to execute a consultant services agreement with Behrouz Azarvand, in the amount of $60,000. 4. FISCAL IMPACT Funds in the amount of $240,000 are available in account 100.6031.51780.00000, Building Inspection — Other Contractual Services. 5. STRATEGIC PLAN GOAL Goal 4. GENERAL PLAN IMPLEMENTATION Economic Development Element Goal 3.0: Encourage economic development efforts through outreach and maintenance of a proactive business environment. 7. DISCUSSION and BACKGROUND There continues to be a need to utilize the services of professional consultants to assist staff with the plan review and inspection of structures for compliance with local ordinances and State laws pertaining to the building code. The Building Division has one vacant Combination Building Inspector position, one Combination Building Inspector on extended leave, and one vacant Plan Check Engineer position, and recruitments are underway for both vacant positions. The City conducted a recruitment for Combination Building Inspector earlier this year to fill two vacant positions however, the recruitment yielded only one suitable candidate. In addition to the staff vacancies, the City is experiencing a high volume of development activity that has increased the number of inspection requests to near record levels. The proposed agreements with The Code Group, Inc. and Behrouz Azarvand will assist during this busy period while the Building Division is not fully staffed.
