SR - AGR-6544 - MOBILE DATA COMPUTERS FOR POLICE PATROL FLEET1. SUBJECT
Agreement with CDCE, Inc. (CDCE) for the purchase, installation, and maintenance of Mobile
Data Computers (MDCs) in the Police patrol fleet.
2. SUMMARY
Purchase of 14 Panasonic Toughbooks from CDCE, using a Cooperative Purchasing Agreement
from the General Services Administration (GSA) Federal Supply Schedule -70, Contract No. GS-
35F-0143R. The total estimated cost of equipment and labor is $90,000 which includes a 5%
contingency.
3. RECOMMENDATION
Approve agreement with CDCE in an amount not to exceed $90,000 and authorize the Mayor and
City Clerk to execute the agreement on behalf of the City.
4. FISCAL IMPACT
Funds are budgeted and available to cover the cost of the Panasonic Toughbooks as follows:

6. GENERAL PLAN IMPLEMENTATION
Public Safety Goal 6.0 Provide public safety services of the highest quality.
Policy 6.1: Provide the Police Department with adequate personnel, equipment and state- of -the-
art technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
7. DISCUSSION and BACKGROUND
MDCs previously purchased by the Department are reaching the end of their service life and are
no longer covered under warranty. There are currently 55 in -car MDCs scheduled for replacement.
Replacing a quarter of the MDCs, on an annual basis, will allow the Department to maintain
functional MDCs in the patrol fleet with the final phase scheduled for 2021.
CDCE has been providing rugged notebooks and services to law enforcement agencies for over 15
years. The Panasonic Elite Toughbook provides a complete package that includes a Windows 10
Pro operating system. The IT Department conducted a thorough evaluation of the Toughbooks
with various operating systems. It was determined that the Panasonic Elite model consistently
functions on a Windows 10 operating system. As a result of the evaluations, testing and reference
checks, the Elite model is a suitable replacement that will meet the needs of the Police Department.
Other law enforcement agencies using Panasonic Elite Toughbooks include: Anaheim, Fullerton,
La Palma, Huntington Beach, West Covina, Santa Monica, San Diego, and Los Angeles County
Sheriff's.
Capital Improvement Project No. 20335 provides for the replacement of Police Department in -car
MDCs. The total estimated cost of $90,000 includes equipment, labor, and a 5% contingency fee
reserved for additional expenses. Included in the contract with CDCE is a five -year protection
plan, installation services including parts /accessories, and customer support. CDCE is an
authorized seller contracting with Synnex Corporation, an authorized dealer awarded a GSA
schedule contract through the GSA Multiple Award Schedules program. The purchase of 14
Panasonic Toughbooks will be completed using GSA Federal Supply Schedule -70, Contract No.
GS- 35F- 0143R, expiring on November 28, 2019.
The Police Department recommends the purchase of 14 Panasonic Toughbooks and corresponding
maintenance agreement with CDCE in an amount not to exceed $90,000. The first phase of this project
is scheduled to begin in January 2018 and is expected to be completed by June 30, 2018.
